Description:

The Executive Director, Business Operations reports to the Associate Vice President of Business Operations. The Executive Director aids in the oversight of university-wide financial planning, budgeting, business operations, compliance, and human resources management. The Executive Director serves as a resource to Director, Business Operations for all divisions within the University.

Duties:
  • Assists in the oversight of financial and budget operations, ensuring financial accountability and compliance with state, university, and external funding agency guidelines, and assisting in the development and implementation of university-wide business processes and best practices.
  • Directly oversees the Director(s) of Division Business Operations. Participates in onboarding/training for new business officers.
  • Develops comprehensive goals, objectives, and plans guiding the operations of each functional unit, ensuring that established goals and objectives are communicated and obtained.
  • Provides assistance to the Administration and Finance Leadership in the implementation of organizational decisions. This includes working on special projects, developing training workshops, and generating custom reports.
  • Serves as a resource to the Director(s) of Division Business Operations in each division for all administration, budget, finance, and human resources-related inquiries.
  • Assists the Executive Director of Planning and Budget with the annual budgeting process. Monitors budget and equity balances for the various divisions.
  • Serves as primary reviewer to conduct compliance audits for procurement and contractual documents, including contracts, amendments, MOUs, affiliation agreements, extension agreements, and revenue agreements within all Divisions.
  • Manages databases in Finance & Administration, including the division control totals for all divisions. Analyzes financial data using Data Warehouse, People Soft queries, and the Student Dashboard and produces customized reports on Division/College financials for use by executive leadership.
  • Serves as liaison with executives and administrative offices regarding fiscal and operational issues. Interacts with UH System, other UHS components, UHCL, Coordinating Board, and various State universities on fiscal and policy matters.
  • Serves as main contact for auditors during audits of business operations. Conducts division-wide mock audits to ensure compliance with state and university policies and procedures.
  • Assists the Associate Vice President in Business Operations with departments of general accounting, student business services, auxiliary enterprises, procurement, accounts payable, and travel operations.
  • Performs related duties as assigned.
Required Qualifications:
  • Master's degree
  • Minimum ten years of directly related job experience.
  • Experience supervising professional staff.
  • Knowledge, Skills and Abilities:
    • Ability to think strategically while executing operationally in a complex and centralized environment.
    • Excellent communication skills with the ability to present financial information to non-financial audiences and executive leadership.
    • Strong leadership, collaboration, and relationship-building skills across University-wide stakeholders.
    • High level of attention to detail, organization, and ability to manage multiple priorities.
    • Exercise critical thinking and sound decision-making through observing, analyzing, inferring, communicating, and problem-solving in challenging situations with ethics, tact, confidence, and diplomacy.
    • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
    • Review situations accurately and determine appropriate course of action using judgment according to established policies and procedures; understand scope of authority in making independent decisions.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
