Operator Qualification Analyst

Plains is seeking an Operator Qualification Analyst to support safe, compliant operation of our midstream pipeline network. In this role, you will administer the Operator Qualification (OQ) program, maintain records, and ensure alignment with PHMSA and other regulatory requirements. You will analyze OQ data, track qualifications, schedule evaluations and training, and work closely with Operations, Safety, and Compliance teams. The Analyst will support audits, prepare reports and dashboards, improve OQ processes and systems, and help drive a strong safety culture across Plains' pipeline and terminal operations.

Responsibilities

• Administer and maintain Plains' Operator Qualification (OQ) program and records
• Ensure OQ compliance with PHMSA and applicable federal and state regulations
• Track employee qualifications, expirations, and remedial actions
• Coordinate OQ evaluations, testing, and related training with Operations and Safety
• Analyze OQ data and generate reports and dashboards for leadership
• Support internal and external audits, inspections, and regulatory reviews
• Collaborate with Operations, Safety, and HR to improve OQ processes and tools
• Maintain OQ documentation, procedures, and system configurations
• Identify gaps and recommend improvements to enhance safety and compliance
• Support incident investigations and corrective actions related to OQ issues
