Position

Description:

The CWOP Supervisor provides strategic oversight and operational leadership for the placement coordination and emergency supervision of children within the Single Source Continuum Contractor (SSCC) network. This role ensures that children entering or transitioning placements receive safe, timely, and trauma‑informed support. The Supervisor provides guidance and supervision to the CWOP Specialists and collaborates with internal teams, providers, and DFPS to promote placement stability, compliance, and quality care.

Primary Responsibilities:
  • Supervise and support Child Watch and Placement Support Specialists in coordinating placements and providing interim supervision.
  • Monitor team performance, provide coaching and feedback, and conduct regular evaluations.
  • Ensure staff are trained in trauma‑informed care, crisis intervention, and de‑escalation techniques.
  • Oversee the coordination of initial and subsequent placements, ensuring decisions prioritize safety, permanency, and well‑being.
  • Ensure accurate and timely documentation of placements in COBRIS, IMPACT Legacy, IMPACT 2.0, Vista, and other systems.
  • Track placement activity including disruptions, emergency placements, and stabilization efforts.
  • Ensure children without immediate placements receive safe, compassionate, and developmentally appropriate supervision.
  • Monitor the provision of basic needs, emotional support, and engagement activities during interim care.
  • Respond to placement emergencies and provide on‑call support as needed.
  • Serve as a liaison between SSCC, DFPS, caregivers, and placement providers to facilitate smooth transitions and reduce disruptions.
  • Participate in pre‑placement and placement disruption staffing, offering insight into child‑specific needs and placement history.
  • Communicate placement concerns and updates to internal leadership and external partners.
  • Ensure placement practices align with DFPS regulations, SSCC policies, and contract performance measures.
  • Conduct audits and reviews of placement documentation and supervision records.
  • Maintain documentation of child/youth attendance at court hearings and ensure compliance with judicial expectations.
  • Analyze placement data to identify trends, gaps, and opportunities for improvement.
  • Support the development of placement resource tools, directories, and protocols.
  • Contribute to strategic planning and system‑level enhancements to improve placement stability.
Required Qualifications:
  • Bachelor’s degree required, preferably in social work, human services, psychology or related field.
  • Minimum five (5) years’ experience in child welfare, placement coordination, or direct care services.
  • Minimum two (2) years’ supervisory or program management experience.
Preferred Qualifications:
  • Experience with Texas foster care and placement systems strongly preferred.
Knowledge, Skills, and Abilities:
  • Strong understanding of child development, trauma‑informed care, and placement stability strategies.
  • Proficiency in child welfare systems including COBRIS, IMPACT Legacy, IMPACT 2.0, Vista, CLASS, and Data Warehouse.
  • Excellent organizational, communication, and crisis management skills.
  • Ability to lead teams, manage competing priorities, and respond effectively in high‑stress situations.
  • Commitment to child safety, permanency, and youth‑centered practices.
