Research Scholar - Health Policy Surveillance and Legal Epidemiology

Overview

The University of Houston Law Center invites applications for a non-tenure track Research Scholar position focused on Health Policy Surveillance and Legal Epidemiology. The appointee will be affiliated with the Health Law & Policy Institute (HLPI).

• Lead HLPI’s research initiative using policy surveillance and legal epidemiology to inform health laws and policies.
• Build and lead a research team including research scholars, law students, and graduate students from other UH colleges.
• Develop and execute strategic plans to grow HLPI’s research portfolio in health policy surveillance and legal epidemiology.
• Foster external relationships with faculty at other universities and UH colleges, advocates, policymakers, funders, researchers, and government agencies.
• Diversify funding by writing proposals, securing grants, and engaging with external clients.
• Assist HLPI with managing research budgets and contracts.
• Manage the biennial update of the Control Measures and Public Health Emergencies: A Texas Bench Book and participate in stakeholder meetings on control measures and public health emergencies.
• Attend national health conferences on behalf of HLPI; conduct and present research in health law and policy.
• Assist HLPI with other activities supporting its mission, including planning lecture series and national conferences.
• Note:
  
  The position has no regular teaching obligations but may be assigned overload teaching opportunities (e.g., courses on health policy surveillance and legal epidemiology).

• Minimum:
  Juris Doctor (J.D.) or equivalent from an ABA-accredited law school with an excellent record or potential in health law scholarship.
• Ability to lead research initiatives, manage teams, and develop strategic plans in health policy surveillance and legal epidemiology.
• Experience with fiscal management, budgeting, grant writing, and developing external partnerships.
• Willingness to travel and participate in national conferences as needed.

• Academic appointment for 12 months (fiscal year: September to August). Start date may be mid-year; renewal follows UH fiscal year.
• NTT appointment with a one-year contract and no presumption of renewal; reappointment depends on performance and need.
• Eligible for an annual travel and professional development allotment. No tenure accrual.
• Reference UHLC and UH policies for non-tenure track positions and bylaws related to NTT appointments.
• Internal candidates eligible to apply for available UHLC faculty positions.

• Location:
  
  UH Lawrence Center vicinity to Texas Medical Center; UH is a Carnegie-designated Tier One public research university.
• Home address in Texas is expected during the appointment.
• Official transcripts required for faculty appointment; criminal history check is required for security-sensitive roles; some research areas may undergo regular reviews for security.
