Job GoalIn support of the ESC’s North Star and strategic priorities, provide professional learning, strategic support, and specialized services in the areas of special education funding and systems support, while contributing to Texas Education Agency (TEA) strategic initiatives that promote continuous improvement, compliance, capacity‑building, and positive student outcomes for school systems.
QualificationsEducation: Master’s degree
Certification/Licensure: Texas Educator Certificate in Special Education or related professional certificate/licensure
Experience- Three years in leadership position(s) related to directing or supervising special education programming (e.g. Special Education Director, Federal Programs Director, Special Education Coordinator or Supervisor)
- Experience developing and presenting professional development
- Leadership coaching experience preferred
- Broad‑based knowledge of special education funding
- Broad‑based knowledge of compliance, rules and regulations, and accountability related to special education services
- Demonstrates exemplary written and oral communication skills
- Doctoral degree
- Extensive knowledge in the areas of Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, private school services, PEIMS/Texas Student Data System, applications with TEAL/TEASE, accountability, and compliance
- Knowledge and experience in special education funding and leadership coaching
- Design, facilitate, and evaluate high‑quality professional learning experiences that build strategic and instructional capacity and will provide districts and charters with the necessary information to comply with federal and state programs and mandates in special education leadership and fiscal management.
- Serve as the primary contact for special education funding support.
- Provide leadership coaching and strategic support to special education district administrators to strengthen system‑level improvement efforts.
- Work collaboratively to provide support to regional special education leaders in areas related to providing services for students with disabilities in private schools.
- Provide technical assistance and customized services as specified by any applicable federal grant that funds this position.
- Assist in planning and developing special project activities, e.g., grant proposals, inter‑departmental services, demonstration sites, research studies, and other customer‑based projects including, but not limited to, accountability, compliance, fiscal management, and supervision of special education programs.
- Demonstrate knowledge of current state initiatives, educational trends, and legal requirements impacting school systems and instructional programs.
- Ensure compliance with ESC and Department procedures regarding policies, procedures and fiscal management.
- Foster collaboration across departments, networks, and stakeholder groups to support aligned and sustainable improvement efforts.
- Provide leadership in planning, developing, implementing, and evaluating professional development and services in the area(s) of responsibility.
- Demonstrate responsiveness to adult learning needs by differentiating coaching, training, and support approaches.
- Promote high expectations, effective instructional practices, and continuous improvement through modeling, coaching, and feedback.
- Utilize data and multiple performance metrics to evaluate the effectiveness and impact of coaching, professional learning, and support services.
- Perform other duties deemed necessary and appropriate as assigned.
