Workforce Enablement Specialist

Location: Flexible / Hybrid

Travel: Occasional travel as required to support operational sites, stakeholder interviews, workshops, and training initiatives

About The Opportunity

Our client is seeking a Workforce Enablement Specialist to help transform organizational knowledge into scalable business systems, training programs, and operational resources. This role serves as the bridge between subject matter experts, operational leaders, and employees by developing the tools, documentation, and learning resources required to execute work consistently and effectively across the organization.

The successful candidate will work closely with leaders, project teams, technical experts, and functional stakeholders to capture institutional knowledge and convert it into practical, repeatable resources including standard operating procedures, process maps, training programs, onboarding materials, job aids, learning content, and operational playbooks.

Position Summary

The Workforce Enablement Specialist is responsible for designing, developing, implementing, and maintaining enterprise knowledge management and learning resources that support operational excellence, workforce development, and organizational scalability. The role will lead content development efforts across business functions including operations, engineering, project management, construction, maintenance, health and safety, supply chain, finance, human resources, and corporate services.

Essential Responsibilities Knowledge Management & Documentation
  • Develop and maintain standard operating procedures (SOPs), work instructions, policies, and process documentation
  • Conduct stakeholder interviews and process discovery sessions to capture organizational knowledge
  • Translate complex technical and operational information into clear, user-friendly documentation
  • Develop operational playbooks, implementation guides, reference materials, and knowledge repositories
  • Maintain document control standards, version control, and content governance processes
Curriculum & Learning Development
  • Design and develop training curricula for technical, operational, leadership, and functional disciplines
  • Create instructor-led training materials, facilitator guides, participant workbooks, and presentation materials
  • Develop e-learning modules and blended learning solutions
  • Build onboarding and role readiness programs for new employees
  • Create competency-based learning pathways and development programs
Process Improvement & Workforce Enablement
  • Develop process maps, workflows, and operational frameworks
  • Partner with business leaders to identify knowledge gaps and training needs
  • Support organizational change initiatives through communication, training, and adoption strategies
  • Create tools and resources that improve consistency, productivity, compliance, and operational performance
  • Establish scalable frameworks for knowledge transfer and workforce capability development
Learning Systems & Analytics
  • Support Learning Management System (LMS) administration and content deployment
  • Monitor training completion and participation metrics
  • Develop reporting and dashboards to measure learning effectiveness and adoption
  • Utilize feedback and performance data to continuously improve learning programs
Supervision & Professional Development
  • Works closely with operational leaders, project teams, engineers, technical experts, and business stakeholders
  • Functions as an internal consultant supporting multiple departments and initiatives
  • Opportunity to influence workforce development strategy, knowledge management programs, and organizational effectiveness initiatives
  • Exposure to enterprise-wide operational, engineering, and business processes
Qualifications Education
  • Bachelor's degree in Instructional Design, Human Resources, Education, or related discipline
Experience
  • 3 – 7 years of experience in instructional design, technical writing, curriculum development, knowledge management, organizational development, or related field
  • Experience supporting engineering, EPC, construction, manufacturing, energy, industrial, or technical environments preferred
  • Experience developing SOPs, process documentation, and training programs required
  • Experience facilitating stakeholder interviews and information gathering sessions preferred
Instructional Design Knowledge

Experience with ADDIE, Adult Learning Theory, Learning Needs Analysis, Curriculum Design, Competency-Based Learning, Learning Evaluation Methodologies, and Change Management Principles

Technical Skills

Experience with Microsoft Office Suite, PowerPoint, Visio or process mapping tools, SharePoint, Learning Management Systems (LMS), Articulate Storyline, Rise, Captivate, or similar platforms, and Documentation and knowledge management systems
