General Summary

The Youth Build Program Manager is responsible for developing, overseeing and directing all aspects of the Youth Build program, ensuring that all programmatic and financial goals are met. This role focuses on workforce development, education, and leadership training for opportunity youth, equipping them with the skills needed to achieve economic self‑sufficiency. The Youth Build Program Manager will coordinate resources to implement job‑driven strategies that enhance participants’ career opportunities and long‑term success.

Key responsibilities include the development and management of employment‑related services, educational support, leadership training, and community engagement. This position reports to the Director of Economic Opportunities.

Principal Duties and Responsibilities
  • Develop, implement, and coordinate workforce development programs and activities designed to engage youth in career pathways, leading to sustainable employment and self‑sufficiency.
  • Establish program goals and benchmarks to measure success.
  • Collaborate with industry experts, educators and stakeholders to ensure program relevance and effectiveness.
  • Work with local workforce boards, education providers, and employers to facilitate career readiness programs, job training, apprenticeships, and employment placement.
  • Oversee daily operations of the Youth Build program, ensuring compliance with all grant requirements and program guidelines.
  • Administer program incentives and stipends to encourage participant engagement and achievement.
  • Develop and maintain strong partnerships with educational institutions, workforce development agencies, and employers to create pathways for credential attainment and job placement.
  • Integrate other agency‑supported programs (Service Coordinators, Family Self‑Sufficiency, Section 3, etc.) to maximize the use of resources allocated toward economic self‑sufficiency.
  • Conduct participant assessments to identify barriers, strengths, and opportunities for career development.
  • Ensure accurate and timely reporting of program data and financial expenditures to maintain compliance with funding sources.
  • Develop and execute an outreach strategy to recruit eligible participants and promote Youth Build initiatives.
  • Create tools to measure program effectiveness and adjust strategies to enhance outcomes.
  • Work closely with community stakeholders, property management, and social service providers to address participant needs.
  • Make requests to enter into service contracts and memoranda of understanding (MOUs) to optimize service delivery.
  • Organize coalition meetings with program partners to ensure ongoing collaboration and communication.
  • Prepare monthly reports detailing measurable objectives and program achievements.
  • Supervise program staff, including case managers, instructors, and volunteers, providing training, task assignments, and performance evaluations.
  • Plan and facilitate program events, leadership development activities, and community engagement initiatives.
  • Demonstrate professionalism, judgment, and a cooperative attitude.
  • Show the ability to multi‑task, make quick decisions, adapt to change, and work in a team‑oriented, fast‑paced environment.
  • Perform other duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of local and state laws, federal regulations, HUD regulations, public housing management, and Houston Housing Authority policies and procedures.
  • Knowledge of social work and community agency resources.
  • Experience with database computer programs, word processing, and general PC skills.
  • Skill in problem analysis and solution implementation.
  • Skill in interpreting and applying federal, state, and local policies, laws, and regulations.
  • Skill in preparing clear and precise reports.
