Director-Career and Technical Education

The Director - Career and Technical Education (CTE) serves as the district's strategic leader for Career and Technical Education, workforce development, and career readiness initiatives. The Director provides leadership for the planning, implementation, evaluation, and continuous improvement of all CTE programs and services, ensuring alignment with district priorities, state and federal requirements, labor market demands, and postsecondary opportunities.

Working collaboratively with campus leaders, business and industry partners, institutions of higher education, and community stakeholders, the Director develops and sustains high-quality career pathways that prepare students for college, careers, military service, and lifelong success. The Director oversees CTE curriculum, programs of study, industry-based certifications, work-based learning opportunities, dual-credit partnerships, P-TECH pathways, Early College High School (ECHS) career programming, workforce partnerships, and federal grant programs designed to increase student achievement and career readiness.

The Director ensures compliance with all applicable federal, state, and local requirements while fostering innovation, equitable access to career pathways, and continuous improvement across all Career and Technical Education programs.

Qualifications:

Required:

  • Master's Degree from an accredited college or university
  • Valid Texas educator certificate
  • Minimum of five (5) years of successful educational leadership experience
  • Experience leading Career and Technical Education programs, workforce development initiatives, postsecondary readiness programs, or related instructional programs

Preferred

  • Mid-Management, Principal, or Superintendent Certification
  • Career and Technical Education teaching certification
  • District-level leadership experience
  • Experience administering Perkins V and other federal or state grant programs
  • Experience with Career and Technical Education accountability systems, Programs of Study, industry-based certifications, and work-based learning programs
  • Experience developing partnerships with institutions of higher education, business and industry partners, and workforce development organizations
  • Experience supporting dual-credit, P-TECH, Early College High School (ECHS), apprenticeship, internship, or other postsecondary readiness initiatives
  • Minimum of two (2) years of campus leadership experience

Special Knowledge/Skills:

  • Comprehensive knowledge of Texas Career and Technical Education requirements, programs of study, and Career Cluster frameworks
  • Thorough understanding of federal Perkins V requirements and grant administration
  • Knowledge of College, Career, and Military Readiness (CCMR) indicators and accountability systems
  • Knowledge of curriculum development, instructional design, and assessment practices
  • Understanding of workforce development trends, labor market data, and industry certification requirements
  • Knowledge of dual credit, articulated credit, P-TECH, Early College High School, and work-based learning models
  • Ability to develop, implement, and evaluate instructional programs
  • Ability to analyze and interpret student performance, enrollment, certification, and accountability data
  • Ability to develop and manage budgets, grants, and program resources
  • Ability to build partnerships with business, industry, higher education, and community organizations
  • Strong organizational, communication, presentation, and interpersonal skills
  • Ability to supervise and evaluate personnel
  • Ability to manage multiple priorities and meet deadlines
  • Ability to facilitate professional learning and organizational change
  • Ability to interpret and apply federal, state, and local laws, regulations, and board policies
  • Proficiency in data analysis, spreadsheet applications, and presentation software

Major Responsibilities and Duties:

Program Leadership and Management

  • Provide strategic leadership and direction for all district Career and Technical Education programs.
  • Develop, implement, and monitor a comprehensive district wide CTE strategic plan aligned with district goals, workforce needs, and student career readiness outcomes.
  • Evaluate program effectiveness and recommend improvements based on student achievement, certification attainment, labor market data, and stakeholder feedback.
  • Ensure equitable access to high-quality CTE programs and career pathways for all students.
  • Oversee district CTE facilities, laboratories, equipment, and instructional resources.
  • Monitor emerging workforce trends and recommend program modifications or additions to address future employment demands.
