The Director, Control Room & Measurement leads 24/7 real‑time control room and measurement operations for ARM Energy’s (ARM) intrastate pipeline system. This role is responsible for the safe, reliable delivery of scheduled volumes through the real‑time operation of compressor stations, pipeline facilities, and interconnect flows.

Responsibilities
  • Support the development of Control Room Management (CRM) procedures in accordance with 49 CFR 192.631.
  • Hire and supervise Control Room & Measurement staff and implement procedures and systems to ensure compliance and safe operations for the Houston‑based 24/7 pipeline control center.
  • Define roles and responsibilities for Control Room & Measurement staff, guide SCADA design to ensure adequate operational visibility, establish alarm and fatigue management routines, and oversee change management in accordance with 49 CFR 192, API RP 1167, and API RP 1168.
  • Provide Control Room & Measurement staff training in accordance with 49 CFR 192 requirements.
  • Ensure SCADA displays are designed in alignment with API RP 1165.
  • Operate pipeline facilities remotely from the control center using advanced knowledge of gas flow, compression, regulations, and supervisory control systems.
  • Oversee the development and execution of daily operating plans, including maintenance activities, to ensure scheduled receipts and deliveries are met in compliance with DOT and tariff requirements.
  • Make operational decisions, respond to abnormal conditions, and coordinate emergency communications.
  • Monitor imbalance activity in coordination with the Commercial Pipeline organization.
  • Ensure compliance with industry measurement standards, maintain and calibrate measurement equipment, and resolve gas volume discrepancies.
  • Coordinate with field operations, engineering, and regulatory agencies to maintain data integrity and support efficient pipeline operations.
  • Ensure all applicable training and documentation requirements related to pipeline control are met and adhered to.
  • Build and maintain collaborative relationships with interconnecting pipelines to support mutually beneficial outcomes.
  • Provide subject matter expertise across ARM’s Midstream platform associated with pipeline operations, pipeline development, and intrastate pipeline systems.
  • Represent ARM Energy (ARM) in customer meetings, industry forums, and internal leadership events.
  • Ensure control room and measurement training meets all regulatory and company‑specific compliance requirements.
  • Stay current on industry standards and recommend improvements to control room operation and measurement support functions.
  • Lead preparation for and representation during control room audits.
  • Oversee the development and maintenance of pipeline control room and measurement procedures.
Qualifications

Education:

A minimum of 15 years of experience in pipeline control and measurement processes is required.

Skills & Competencies
  • Strong analytical, problem‑solving, and decision‑making skills.
  • Knowledge of flow control systems and alarm management.
  • Experience in emergency response and crisis management.
  • Strength in strategic planning and operational excellence.
  • Experience training and mentoring a new pipeline control team.
  • In‑depth knowledge of gas measurement principles, regulatory compliance, and instrumentation.
  • Familiarity with gas measurement software, SCADA systems, and industry standards such as API and AGA.
Working Conditions &

Physical Requirements
  • This position involves both office and field work.
  • ARM follows a flexible schedule, with in‑office work Monday through Thursday and optional remote work on Fridays based on workload.
  • Up to 30% travel may be required.
  • The role requires support for field‑related activities.
  • Must be able to lift to 30 lbs.
  • Must be able to work in inclement weather.
  • Candidates must be fluent in English.
  • Employment is contingent upon completion of a background check and successful passage of a DOT drug screen.
