We are seeking multiple Cost Managers (Quantity Surveyors - All levels) to support the delivery of major capital projects across the Energy and Infrastructure sector.
Based in the Greater Houston area, this role will provide pre and post-contract commercial and cost management services across the full project lifecycle, partnering closely with engineering, procurement, construction, and client teams to ensure cost certainty, value optimisation, and robust commercial governance.
Experience on large-scale capital projects is highly desirable.
Key Responsibilities Cost & Commercial Management- Deliver pre- and post-contract Quantity Surveying services, including cost planning, estimating, procurement support, valuations, change management, and final accounts
- Prepare and maintain project cost plans, budgets, forecasts, commitment registers, and cash flow projections
- Provide accurate cost reporting, including monthly cost reports and executive summaries for senior stakeholders
- Manage contingency, risk allowances, and cost impacts throughout the project lifecycle
- Support the preparation of invitations to tender, bills of quantities, schedules of rates, and other contract documentation
- Review contractor and subcontractor pricing submissions, lead or support commercial negotiations, and recommend fair market outcomes
- Assess, validate, and negotiate variations, claims, and change orders, ensuring compliance with contract terms and project governance
- Contribute to or manage change control procedures and commercial risk mitigation strategies
- Work closely with engineering and project management teams to inform design decisions based on cost impact and value optimization
- Participate in value engineering (VE) and design optioneering workshops
- Support cost assurance, benchmarking, and audit processes
- Ensure final accounts are negotiated and agreed in a timely and equitable manner
- Compile as-built cost data and lessons learned for future benchmarking and continuous improvement
- Act as a client-facing commercial advisor, maintaining strong relationships with internal and external stakeholders
- Coordinate cost inputs from contractors, suppliers, and consultants
- Communicate cost and commercial matters clearly to both technical and non-technical audiences
- Degree qualification in Quantity Surveying, Construction Management, Construction Economics, or related discipline
- Demonstrated experience delivering Quantity Surveying / cost management services within large construction or capital projects
- Strong understanding of construction contracts, including lump sum, unit rates, reimbursable, and time & materials arrangements
- Proven capability in cost control, change management, and commercial reporting
- Strong stakeholder management, communication, and negotiation skills
- Ability to work proactively with minimal supervision in complex project environments
- Experience in Energy and Infrastructure in the USA.
- Exposure to major capital projects (EPC, EPCM, or Brownfield / Greenfield developments)
- Membership or progress toward RICS (MRICS) or equivalent professional accreditation
