Hazardous Waste Lead
BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position SummaryBB&E is seeking a dynamic and detail-oriented Hazardous Waste Lead for NASA Johnson Space Center located in Houston, TX.
Job Duties & Responsibilities- Maintain all waste management/disposal records
- Manage all user accounts in the NASA Account Management System (IDMAX NAMS)
- Use the Government-provided Waste Disposal Tracking System (WDTS) to maintain all waste management/disposal records and attend onsite configuration management meetings for change requests associated with updating the environmental WDTS databases.
- Train users on how to use database systems, WDTS, etc.
- Develop written standard operating procedures (SOPs) for the hazardous waste program
- Execute waste characterizations and associated waste profile documentation, waste sampling requests, and waste pick-up requests; and document findings and non-conformances
- Maintain all records (including but not limited to analytical results, waste profiles, manifests, land disposal restriction (LDR) forms, container issue log, satellite accumulation area (SAA)/Universal Waste log, asbestos manifests and shipping documents)
- Issue properly labeled Government furnished drums/containers that identify the waste to be accumulated by the waste generator
- Maintain records of all containers issued to the requestor identifying proper contents, date of issue and location
- Maintain records of all Universal Waste containers that are issued. The records shall contain the type of Universal Waste, requestor, building, issue date, location and required pick-up date
- Pick up all Universal Waste containers by the required pick-up date
- Review returned manifests and send error and exception reports to the appropriate regulatory authority as needed
- Prepare the Hazardous Waste biennially report
- Assist with preparing hazardous waste generator activity reports including costs for waste characterization, sampling, pickup, treatment, and disposal for possible allocation to individual waste generators/customers
- Continuously evaluate operations to identify, and document propose waste minimalization opportunities
- Obtain solid waste and diversion data, including that from other Langley organizations, sufficient to complete all OSI data calls
- Develop sampling plans to ensure quality assurance/quality control of sampling process
- Conduct hazardous waste characterization sampling and analyze
- Make applicable waste determinations and provide laboratory services and analyses in accordance with EPA Publication SW-846, Test Methods for Evaluating Solid, Waste, Physical/Chemical Methods, and/or applying generator's knowledge of materials or process used
- Conduct inspections as required by regulatory requirements and/or Center procedural requirements of all hazardous waste accumulation sites to include verification of accumulation start dates
- Prepare training materials and conduct training in support of the Center's environmental compliance program
- Provide annual Waste Management and Spill Response training to designated Langley personnel
- Provide overall management and operation of the 90-day hazardous waste central accumulation area (CAA) to include maintaining inventory supplies
- Prepare hazardous waste manifests and other disposal documentation (to include profiles, shipping documents, and land ban forms) for government signature (or Contractor signature on behalf of the government)
- Provide consultation and assistance to identify any potential waste issues that may be present when excessing equipment.
- Process regulated waste for disposal including packaging, bulking, lab packing or consolidation as needed
- Transport and dispose of hazardous/regulated waste generated at the Center using Government approved Treatment, Storage and Disposal Facilities (TSDF) in accordance with RCRA, TSCA, and DOT regulations
