The Traffic Engineering team is seeking a Traffic Engineer to join our group of skilled engineers, engineers-in-training, and project managers. In this role, the main responsibilities include performing traffic engineering studies, reviewing, planning, designing, and/or managing transportation engineering projects.

Job Duties
  • Advise and assist with traffic operations and transportation planning issues.
  • Conduct traffic engineering studies.
  • Develop, review, and evaluate traffic control plans, pavement marking and signage plans, traffic signal designs, and traffic safety programs.
  • Review traffic impact analysis for various types of developments.
  • Review, QA/QC, sign and seal plans and professional documents within professional expertise as needed to support client requirements.
  • Ensure deliverables meet client preferences, Engineering Department standards, regulatory compliance, and permitting requirements.
  • Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and the public as necessary.
  • Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event.
  • Perform other duties as assigned.
  • Show ability to adapt when emergency or short turnaround projects arise as needed.
  • Strong communication skills are required.

Requirements

Education:

  • Bachelor’s degree in civil engineering or related fields.

Experience:

  • A minimum of 3 years of professional experience in transportation engineering design, including traffic forecasting, operations analysis, impact analysis, traffic control, traffic signal design, signing and pavement marking design, or related fields.

Licensure:

  • Professional Engineer (P.E.) license, or the ability to obtain licensure within six (6) months of being hired.

Knowledge, Skills & Abilities:

  • Strong written and oral communication skills.
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
  • Ability to read and comprehend construction documents and engineering studies.
  • A valid Texas driver’s license is required and ability to drive a county vehicle to various job sites as necessary.
Emergency Deployment & Continuity of Operations Requirement

In accordance with Harris County’s Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support County operations continuity.

  • Professional Traffic Operations Engineer (PTOE) certification (preferred).

Knowledge, Skills & Abilities (preferred):

  • Working knowledge of Harris County Regulations, Standards, and Details.
  • Experience with software programs such as GIS, AutoCAD, Trans

    CAD, VISSIM, Guide Sign, and Synchro/Simtraffic.
  • Experience coordinating with external agencies (e.g., COH, TxDOT, etc.) (preferred).

Language: Bilingual English/Spanish (preferred).

General Information

Position Type & Typical

Hours:

  • Full-Time | Regular | 40 hours per week.
  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary: Commensurate experience, based on 26 pay periods.

Work Environment:

  • This job is performed in a professional office environment.
  • Occasionally required to travel to training events or meetings.

Physical Demands:

  • Primarily a sedentary role; however, working with files is required.
  • Ability to lift up to 10 pounds and bend and stand as necessary.
