Position OverviewEnbridge, a leader in the energy industry specializing in crude oil and natural gas transportation and gathering, is seeking a Project Controls Coordinator II (Cost Control Analyst) to join the Core Project Controls Team.
This role is responsible for delivering comprehensive “Total Cost Control” guidance, governance, and analytical support to Project Managers and cross‑functional project teams including engineering, procurement, construction, and project management.
The position reports directly to the Supervisor, Project Controls – Core Programs, primarily supporting maintenance projects. The successful candidate must be capable of managing a portfolio of 15+ projects simultaneously, typically ranging from one to two years in duration and varying in size from thousands to multi‑million‑dollar budgets.
Key Responsibilities- Establish and maintain project control budgets.
- Plan, track, measure, forecast, and report project costs throughout execution and development phases.
- Conduct monthly cost and cash flow forecast reviews with Project Managers and extended teams.
- Analyze forecast variances and cost/schedule performance indices.
- Apply Earned Value Management (EVM) principles to identify and communicate cost risks.

- Support implementation of project control processes including:
- Baselining
- Change management
- Lifecycle stage gates
- Prepare stage gate deliverables and assist with risk identification.
- Generate monthly, bi‑monthly, and quarterly reports for stakeholders ranging from project teams to senior executives and the Board of Directors.
- Maintain cost and schedule planning, tracking, and reporting tools.
- Participate in Cost, Schedule, and Risk Health Checks to ensure effective process implementation.
- Partner closely with schedule control counterparts.
- Support Project Managers and cost control teams with guidance and best practices.
- Participate in vendor meetings to understand scope or cost changes.
- Identify reporting deviations and resolve data accuracy issues.
- Lead project closeout cost activities.
- Work effectively with geographically dispersed teams across the U.S. and Canada.
- Travel occasionally to project sites or other offices as required.
- 2–4 years of experience in cost and schedule management or project controls across multiple projects.
- Experience in Oil & Gas, Petrochemical, Industrial, or Power industries preferred.
- Demonstrated ability to manage a high‑volume, fast‑paced project portfolio.
- Bachelor’s Degree preferred (Business Administration, Engineering, Construction Management, or related field).
- Certified Cost Engineer (AACE CCC/CCE) or Project Management Professional (PMP) certification preferred.
- Proficiency in Oracle, Eco Sys, Microsoft Excel, PowerPoint, and Word.
- Familiarity with Power BI, One Drive, and SharePoint.
- Experience developing and enhancing cost and schedule standards.
- Strong understanding of EPC workflows (Engineering, Procurement, Construction).
- Strong analytical and problem‑solving skills.
- Excellent written and verbal communication skills.
- Ability to prioritize competing demands effectively.
