A Battery Energy Storage System (BESS) Commissioning Manager is responsible for ensuring that the system is properly installed, thoroughly tested, and successfully brought online in accordance with design specifications, safety standards, and regulatory requirements. Their scope of work includes a combination of technical oversight, project coordination, quality control, and progress reporting, playing a key role in delivering a fully operational and compliant energy storage solution.

Scope
  • Daily POD and EOD updates on progress and constraints.
  • Pre-commissioning:
    Coordinate with engineering, procurement, construction (EPC), OEMs, and other stakeholders.
  • Develop detailed commissioning plans and procedures.
  • Cold commissioning Oversight:
    Verify that all equipment (batteries, inverters, transformers, switch gear, HVAC, fire suppression, EMS/SCADA) is installed per design and ready for energization. Cable meggering, insulation resistance tests, Torque checks, labeling, wiring integrity and Software/firmware versions and configuration reviews.
  • Hot commissioning oversight:
    Initial power-up of systems, Functional checks of PCS (Power Conversion System), BMS (Battery Management System), EMS (Energy Management System), Integration with SCADA/remote monitoring, Load testing and grid simulation, Confirm correct operation under various charge/discharge scenarios and Conduct site inspections to confirm installation quality and completeness.
  • Safety and compliance:
    Enforce safety protocols during commissioning (e.g., LOTO, arc flash, hazard communication), Ensure compliance with NFPA 855, UL 9540A, NEC, IEEE, and local codes, conduct risk assessments and manage mitigation strategies (thermal runaway, fire suppression).
  • Performance Testing & Validation:
    Lead final performance testing (e.g., capacity, efficiency, response times). Verify KPIs and warranty conditions (throughput, degradation rates, etc.). Prepare and validate system acceptance test (SAT) documentation.
  • Key Skills and Requirements:
    Strong knowledge of power systems, batteries (typically lithium-ion), and control systems. Familiarity with SCADA, PLCs, and communication protocols (Modbus, DNP3). Project management and cross-functional coordination abilities. Understanding of utility interconnection and grid codes.
