The Program Commissioning Authority (Manager) is responsible for overseeing the commissioning strategy, readiness, execution, and integration for a program of large capital projects—such as multi‑site rollouts, multi‑phase developments, or complex onshore/offshore EPC portfolios. This role provides governance and alignment across all project‑level commissioning activities, ensuring that systems and facilities are safely, efficiently, and compliantly transitioned from construction completion through startup and handover.
Unlike individual project commissioning roles, the Program Commissioning Manager focuses on program‑level planning, standardization, risk management, contractor alignment, performance benchmarking, and execution optimization across multiple projects. This role ensures safe, cost‑effective, and schedule‑driven execution by optimizing delivery models, commissioning methodologies, contractor strategies, and risk mitigation plans across the EPC lifecycle, from FEED through commissioning for the entire program of construction projects.
- Develop and maintain the overarching commissioning strategy for multi‑year, multi‑site onshore and offshore product programs.
- Align commissioning program objectives with overall project, portfolio, and organizational goals.
- Establish commissioning governance framework, execution framework, reporting structures, program controls, and delivery model to drive consistent execution across projects.
- Define standardized systemization approaches, turnover packages, commissioning work breakdown structures (CWBS), and completions management methodologies.
- Lead the development and review of program‑level commissioning plans, functional test strategies, startup philosophies, system handover sequencing, and integrated readiness plans.
- Drive alignment of commissioning requirements early in FEED, including system boundaries, operability needs, CSU philosophies, and construction‑commissioning interface strategies.
- Conduct program‑level risk assessments covering schedule, resources, technical readiness, operability, and supply‑chain risks; establish mitigation plans and elevate issues when needed.
- Ensure all projects meet program standards for safety, quality, operability, and regulatory compliance during commissioning and startup.
- Monitor project commissioning milestones, mechanical completion status, system turnover readiness, and startup progression to ensure alignment with the overarching program schedule.
- Coordinate schedule integration between construction, commissioning, startup, and operations, enabling synchronized delivery across all initiatives.
- Align EPC contractors, commissioning contractors, and OEM vendors to program standards, strategies, and execution expectations.
- Review and evaluate contractor commissioning capabilities and resource manning capacity.
- Provide strategic inputs to executive leadership and project directors.
- Interface with asset teams to ensure smooth transition from commissioning to operations.
- Drive continuous improvement initiatives leveraging lessons learned, root‑cause analysis, and performance benchmarking across the program.
- Drive standardization of commissioning procedures and CSU best practices.
- Support implementation of digital completions/handover tools, commissioning management systems (CMS), and 4D/5D planning.
- Manage commissioning budgets, forecasts, risks, resources, and metrics at the program level.
- Bachelor’s degree in Construction Management, Engineering, or related discipline (Master’s preferred).
- 10–15 years of commissioning, startup, or operations readiness experience, including major capital projects or multi‑site EPC programs (onshore and/or offshore).
