Job DescriptionThe purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the HSE Engineering work tasks for projects. This will allow the delivery of projects for which the design minimizes the risks of human injury, environmental degradation and asset loss. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.
This position may serve as an Area Lead or Lead on assigned projects or performs moderately complex engineering assignments, evaluates, selects, and applies standard engineering techniques to a broad set of complex assignments.
- Manage lower level professionals on HSE activities on large-scale Total Installed Cost (TIC) projects; duties may include the calculation and control of HSE budgets, staffing requirements and schedules; preparation of certification/classification programs and the preparation of the supporting HSE documents; design or direct studies to obtain technical environmental information about planned projects, coordination and execution of Safety Cases (SC) and support studies;
Quantitative Risk Assessments (QRA);
Process Hazard Analyses (PHA);
Fire Protection Specifications (FPS) and Environmental Impact Assessments (EIA) as required by certification or regulatory entities - Manage, train and supervise HSE Engineering employees, on a project through an expert knowledge of the Company’s HSE standards, practices and procedures.
- Manage the application of HSE procedures as established by the Company on a project site or in an office through departmental training, Fluor University training and the use of knowledge management portals and communities
- Provide guidance, assistance and advice to business lines, project management, and Company organizations through interpretation of Company HSE practices and procedures in relation to client requirements and current legislation and regulations
- Liaise as necessary between the Company, client, insurance carriers and regulatory agencies in order to provide assistance and resolution in regard to audits, remedial actions and other HSE Engineering related issues
- Prepare Design HSE scopes and labor estimates for large (> $1B) global capital and nuclear EPC projects
- Lead HSE Design and Fire Protection teams to deliver project scope in nuclear and highly regulated environments
- Establish and maintain HSE engineering budgets, staffing forecasts, schedule baselines, and progress reporting
- Executing projects in alignment with nuclear industry quality, safety, and regulatory expectations
- Oversight of passive/active fire protection, fire and gas detection, safety showers, and nuclear facility specific safety systems per NRC, DOE, IAEA, NFPA, ANSI, and client specifications
- Development and review of HSE engineering documentation including Nuclear Safety Design Basis documents, Safety Analysis support, and ALARA planning
- Reviewing applicability of consensus standards and nuclear regulatory requirements (OSHA, NRC, NFPA, ANSI, FM Global, API, ASME NQA‑1, IAEA Safety Guides, ATEX, CCPS, etc.)
- Applying engineering judgment to recognize, assess, and mitigate hazards within nuclear fuel‑cycle and enrichment processes (e.g., UF6 systems, criticality control requirements, glovebox/containment systems)
