Project Development Manager

The successful candidate will be responsible for scoping, preliminary design, and estimating capital expansion projects (CAPEX). Estimates will range from conceptual to detailed AFE quality.

• Work directly with Commercial, Engineering, and Operations groups to define capital project scopes, design information, and assemble project estimate packages.
• Apply engineering capabilities with a basic understanding of project design and execution processes.
• Use prior project development experience to manage multiple projects simultaneously.
• Collaborate with internal and external subject matter experts and incorporate feedback into designs.
• Utilize estimating software.
• Experience with liquids terminals/facilities is a plus.
• Conduct in‑depth studies of operating parameters and equipment options.

• Scope projects based on prior experience and develop conceptual designs and estimates for new projects.
• Read and comprehend PFDs, P&IDs, technical drawings, and specifications.
• Prepare material take‑offs and preliminary sketches for internal review.
• Produce well‑thought‑out, organized, logical, clear, and concise estimates.
• Confirm actual field conditions.
• Oversee and manage third‑party engineering assistance.
• Perform other duties as assigned.
• Work a hybrid schedule: office (Mon‑Wed) at 1001 Louisiana, Houston, TX 77002 and remote (Thu‑Fri). Parking or bus service is provided.

• Bachelor of Science in Engineering.
• Minimum 5‑7 years direct capital estimating or project management experience.
• 7‑10 years in the petrochemical industry.
• Detailed knowledge of mechanical, civil, and electrical construction.
• Experience with pipe sizing, pump and valve types.
• Familiarity with general industrial design requirements and project engineering execution.
• Valid driver’s license and satisfactory driving record.
• Transportation Workers Identification Card (TWIC).
• Clear a drug screen and complete background check after offer.

• Strong teamwork, direction-following, and detail orientation.
• Excellent organizational skills and task prioritization.
• Problem‑solving ability and independent work capability.
• Flexibility and professional demeanor in team and client interactions.
• Proficiency in MS Word, Excel, Outlook, and estimating software.
• Strong written and verbal communication skills.
• Position may be filled at various levels depending on experience.
