This position is for a Graduate Engineer in the Traffic Engineering Group of Houston Public Works (HPW). The team is small but dedicated, focused on promoting traffic safety across the City of Houston by ensuring roadways are safe and accessible for all users. We collaborate closely with partners such as the Houston Planning and Development Department, METRO transit agency, private developers, private engineering firms, contractors, and the public to coordinate projects.
In this role, the candidate will work on a diverse set of impactful projects in the 4th largest city in America and will also work directly with HPW maintenance groups, issuing work orders for rapid roadway improvements that enhance traffic operations and safety.
- Review Temporary Traffic Control (TTC) plans for government funded projects
- Assist with preparation of TTC designs for emergency roadway closures
- Identify and prepare designs for roadway safety improvements, and submit work orders for implementation
- Participate in field meetings to ensure TTC meets Texas Manual on Uniform Traffic Control Devices (TMUTCD) guidelines and requirements
- Investigate requests for new traffic signals, including field visits, manual traffic counts, and crash analysis
- Review capital projects to ensure that the latest traffic engineering safety standards are incorporated in all road improvement projects
- Review Traffic Impact Analyses (TIAs) from private developers
- Use existing traffic counts and crash data to build a crash rate database to prioritize safety and mobility
- Conduct traffic analysis to validate TTC plans
- Assist with by‑weekly Plat reviews and research and prepare responses to project inquiries from citizens and other city personnel
This position is physically comfortable. It requires standing, walking, bending, minor lifting, climbing stairs, and the ability to perform field investigations and negotiate field hazards.

Educational RequirementsGraduation from an approved engineering curriculum recognized by the State Board of Registration for Professional Engineers with satisfactory standing, or graduation from an engineering or related science curriculum at a recognized institution of higher education with an eight‑hour fundamentals of engineering examination, or possession of a valid Engineering‑in‑Training Certificate issued by the Board under the Texas Engineering Practice Act.

Qualifications- Solid oral and written communication skills
- Ability to handle multiple, competing, and changing priorities
- Proficiency with Microsoft Office 365 (Excel, Word, Outlook, Teams, SharePoint)
- Strong knowledge of AutoCAD and Micro Station
- Familiarity with the Texas Manual on Uniform Traffic Control Devices (TMUTCD)
- Understanding of traffic analysis or traffic simulation
- Strong interpersonal skills, team‑player attitude, and ability to establish excellent working relationships at diverse levels
Preference shall be given to eligible veteran applicants who possess the qualifications necessary for competent discharge of the duties involved in the position, and all other factors in accordance with Executive Order 1‑6.
