The Infrastructure Division manages the lifecycle of infrastructure assets at Houston Airports (HAS) and ensures the timely delivery of capital renewal projects. It supports the operation of the three HAS airports through asset management, project controls, design management, project management, construction management, and commissioning.
Purpose of the PositionThe Engineer reports to the Assistant Director of Design Management. The role focuses on reviewing and managing Civil Engineering design and serves as the subject matter expert in Civil Engineering reviews and assessments of infrastructure assets. The position also assists in managing all design activities for airfield, terminals, and landside facilities and infrastructure, and may be activated to perform infrastructure assessments as needed.
Responsibilities- Coordinate the implementation of various drawings, plans, projects, and contracts.
- Review and update plans, specifications, and cost estimates.
- Prepare and review technical correspondence, reports, procedural guidelines, and project schedules.
- Interface with departments, consultants, technical professionals, and the general public to address inquiries.
- Develop reports and other administrative documents.
- Provide technical support and expertise on various projects, plans, and programs.
- Conduct on‑site field observations and inspections.
- Interpret codes to ensure consistent application.
- Participate in hearings, meetings, and conferences.
- Assist in preparing contract documents, evaluating bids, responding to vendor inquiries, and awarding contract correspondence.
- Review and monitor work activities performed by external consultants.
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing, or graduation from an engineering or related science curriculum at a recognized institution of higher education with passage of the eight‑hour fundamental of engineering examination.
Certification / LicenseRequires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (e.g., Civil, Mechanical, Structural) may be required. Engineers from out‑of‑state must be hired under the supervision of a Texas‑licensed Professional Engineer and obtain their Texas license within six months from the hire date for continued employment.
ExperienceFour years of active practice in engineering work after graduation from an approved curriculum are required. A Master’s degree in engineering may be substituted for up to two years of the experience requirement.
Experience Requirements- Professional Engineer with Electrical Discipline. A mechanical engineer, structural engineer, or civil engineer with strong experience in design review may be acceptable.
- Extensive understanding of project and program management principles, methods, and techniques.
- Knowledge and understanding of design and project control software such as AutoCAD, Blue Beam, Microsoft Project, and other scheduling and estimating software.
- High level proficiency in Microsoft Office.
- Experience with project scope/fee writing and evaluation.
- Experience with detail project cost estimating.
- Experience with CMAR and Design‑Build construction delivery methods.
- Knowledge of Houston Airport System Design Manual and FAA Advisory Circulars.
- Credentials in ACE or AAAE preferred.
- Experience in airport design and/or aviation facilities preferred.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position, such persons are among the most qualified candidates for the position, and all other factors are in accordance with Executive Order 1‑6.
Selection / Skills Tests RequiredThe selection process will involve application review and/or interview. The department may administer a skills assessment test.
