Pipeline Engineer
Job Description
The Pipeline Engineer provides engineering design, analysis, and field support for natural gas transmission pipelines and associated facilities, including measurement and pressure regulation stations. This role oversees third-party engineering firms and supports projects from initial development through construction, testing, commissioning, and closeout to ensure safe, compliant, and reliable pipeline systems.
Responsibilities
+ Lead and support pipeline design and engineering activities in accordance with applicable federal regulations and industry standards, including 49 CFR 192 and 49 CFR 195.
+ Perform and support class location studies, maximum allowable operating pressure (MAOP) verification, wall thickness design, and High Consequence Area (HCA) evaluations.
+ Participate in and support HAZOP and formal risk review sessions for pipelines, stations, and facilities, document findings, and assist with the development and implementation of mitigation measures.
+ Support the design, specification, and technical review of measurement and pressure regulation (M&R) facilities, including meter runs, regulators, control valves, heaters, filtration systems, instrumentation, and over pressure protection devices.
+ Review P&IDs, equipment layouts, control philosophies, and vendor submittals, and support station tie-ins, start-up, commissioning, and in-service activities.
+ Support materials selection for line pipe, fittings, valves, and coatings based on class location, operating conditions, corrosion environment, and constructability considerations.
+ Support proposal evaluation activities by preparing and reviewing technical bid tabulations, clarifications, and award recommendations for engineered equipment and services.
+ Contribute to vendor selection and award decisions by performing technical evaluations, assessing risk and quality considerations, and verifying scope compliance.
+ Manage geotechnical investigations and review third-party horizontal directional drilling (HDD) designs for constructability and compliance with project requirements.
+ Provide vendor surveillance for major pipeline and station equipment, including planning shop inspections, overseeing inspection activities, and participating in Factory Acceptance Testing (FAT).
+ Develop and review Inspection and Test Plans (ITPs) and Quality Control Plans (QCPs), defining hold and witness points and acceptance criteria for critical manufacturing and testing activities.
+ Coordinate with inspectors and suppliers to verify compliance with specifications, ITP/QCP requirements, and project quality plans, and review and disposition inspection and FAT reports.
+ Support the development and review of welding procedures (WPS/PQR), welder qualifications, and repair strategies to ensure code compliance and constructability.
+ Review and support radiography and other non-destructive examination (NDE) methods, including RT, AUT, UT, and visual inspection, and resolve construction issues as needed.
+ Assist in defining hydrotest section limits, test pressures, profiles, and procedures, and support hydrotest execution and troubleshooting in the field.
+ Support cathodic protection (CP) system design, including anode beds, test stations, and rectifiers, and assist with CP commissioning and baseline surveys.
+ Coordinate, review, and interpret DCVG and ACVG surveys and support the development of mitigation recommendations for corrosion control.
+ Review and validate as-built drawings, alignment sheets, station drawings, and survey data, ensuring completeness and accuracy of job books, test records, mill test reports (MTRs), and turnover packages.
+ Collaborate closely with construction and operations teams and supervise third-party engineering companies to ensure alignment with project objectives, safety requirements, and quality standards.
Essential Skills
+ Bachelor's degree in Mechanical Engineering, Civil Engineering, or a related engineering discipline.
+ Minimum of 7 years of experience in pipeline engineering, facilities engineering, or pipeline construction support.
