Job Description:

Seal Coat Specialist V or VI (Construction Inspector) – Houston District Headquarters – .
This role is the primary technical/engineering resource lead and subject matter expert for seal coats, overseeing the District Seal Coat Program as well as related preventive maintenance programs such as herbicide application and diamond grinding. The incumbent will conduct frequent site visits, provide training and planning support, inspect construction work, and mentor field and design staff.

Responsibilities
  • Oversee construction methods and workmanship to ensure compliance with plans and specifications for roadways, bridges, traffic signals, airports and related structures.
  • Consult on work progress and problem resolution on complex projects.
  • Train and lead professional and technical employees, providing mentorship and classroom or field instruction.
  • Document work progress and any issues throughout the project scope.
  • Coordinate with contractors, government agencies, and private entities.
  • Perform material tests and manufacturing process inspections at fabrication sites as required.
  • Manage the District Seal Coat Program, including contracted and in‑house operations, and oversee training and inspection of related maintenance programs.
  • Self‑supervise and maintain full accountability for final work product.
Preferred Qualifications
  • Extensive knowledge of seal coat applications and other pavement preservation techniques.
  • Knowledge of herbicide application techniques and planning.
Qualifications
  • Education
    :
    High school graduate or equivalent in general high school studies. Related college education or technical training may substitute experience at a 1:1 ratio.
  • Experience (Construction Inspector V): 4 years in construction inspection or transportation engineering. (Full‑time or prorated part‑time equivalency acceptable.)
  • Experience (Construction Inspector VI): 5 years in construction inspection or transportation engineering. (Full‑time or prorated part‑time equivalency acceptable.)
  • Licensing/Certification
    :
    Valid driver’s license. Position requires driving a state vehicle.
  • Knowledge & Skills – Construction Inspector V:
    Extensive knowledge of applicable plans, specifications, inspection methods, testing procedures, and basic traffic management. Ability to lead, assign, review, and monitor work of others; maintain effective working relationships; and instruct in classroom, office, or field environments.
  • Knowledge & Skills – Construction Inspector VI
    :
    All competencies of V, plus strong analytical reasoning, computer proficiency, and the ability to interpret complex engineering information.
Physical Requirements and Working Conditions
  • Work in all weather conditions; must wear required protective gear (respirator, hard hat, etc.).
  • Lift up to 20 lbs. once and carry up to 10 lbs. frequently; stand for prolonged periods; speak and read extensively.
  • Must pass a drug test; random drug testing applies.
