Position OverviewThe Lead Analyst, Project Controls – Estimating reports directly to the Manager, Project Controls and is responsible for coordinating, preparing, and reviewing the project cost estimates at different project stages. The role ensures that the cost estimates produced and/or reviewed by the estimating team are complete, accurate, competitive, and meet the quality, cost, schedule, and execution strategy requirements of the project plan.
The analyst works closely with the Project Manager or Project Director to develop or validate EPC estimates and develop Owner’s Cost Estimates, actively leads or participates in the Project Cost Risk Assessment, maintains the Cheniere cost database, and leads Benchmarking and Market Intelligence report preparation for all Cheniere projects.
- Developing Engineering, Procurement, Construction and Owner’s costs, reports and procedures in the oil and gas industry.
- Estimating, cost/pricing development, risk analysis, cost benchmarking and oil & gas industry standards and language.
- Computer-based cost, word-processing and computational spreadsheet software, including cost risk/range analysis software, change assessment and peer review of opportunities and projects.
- Project controls functions, processes and procedures as they apply to EPC projects including Work Breakdown Structure (WBS) development, planning and scheduling, staffing plan development, cost phasing and forecasting, risk analysis, benchmarking, escalation calculation methods among others.

- Lead the development, implementation, and follow the cost estimating best practices, procedures, and guidelines for Cheniere E&C project estimates.
- Coordinate, develop, and/or review EPC estimates, ensuring accuracy, competitiveness, and compatibility with the project plan.
- Participate in contractor cost estimate kick‑off meetings to establish deliverables, WBS cost structure, basis, formats, and review schedule.
- Maintain engagement with contractors’ Cost Estimators during development to ensure completeness and provide support during all reviews.
- Ensure alignment between cost estimate, project scope, schedule, and execution strategy.
- Interface with the project team and EPC contractors to understand scope, gather proposals, drawings, and specifications, and ensure all constraints are considered in estimates.
- Resolve estimation discrepancies through information collection and analysis.
- Coordinate development of owner’s costs and forward escalation costs.
- Support projects in execution, coordinating trends, and assessing change orders to ensure adherence to cost agreements and conditions.
- Maintain cost data for past, developing, and ongoing projects to generate metrics for each cost element influencing total project cost.
- Lead or support Cost Risk Analysis during Define‑stage cost estimates, aligning schedule and cost risk outcomes.
- Determine material and labor quantities to complete projects, providing quantity or “takeoff” templates to engineering teams.
- Develop and review bid forms to align with project WBS and cost metrics.
- Lead or support Project Close‑out Report preparation and auditing.
- Prepare project cost summaries and reports to support project approval.
- Assist the project Cost Engineer in organizing the Cost Control Estimate.
