Project Overview

Bechtel's Manufacturing and Technology (M&T) business unit is supporting the Eli Lilly Houston project, a major active pharmaceutical ingredient (API) manufacturing facility in the Houston, Texas area. This complex, highly regulated project expands Bechtel's life sciences portfolio and requires strong field leadership, disciplined planning, safe execution, and close coordination across construction, field engineering, ES&H, quality, project controls, startup, supply chain, and subcontractor teams.

Job Summary

The Lead Piping Field Engineer is responsible for leading piping field engineering activities on a medium-sized project or assigned area, coordinating construction engineering work within the piping discipline and supporting integration with other disciplines, construction, startup, project controls, quality, ES&H, supply chain, and subcontractor teams. This role provides technical direction to assigned field engineers, supports development of staffing and training plans, establishes effective design and field engineering communication, and ensures piping construction work is planned and executed in accordance with engineering drawings, specifications, procedures, safety requirements, quality standards, and project schedules.

Responsibilities

• Lead assigned piping field engineers and direct piping construction engineering activities in accordance with project procedures, specifications, codes, and design requirements.

• Support staffing, requisitions, competency development, training, and performance feedback for assigned piping field engineering personnel.

• Maintain clear communication between design and field engineering to align deliverables, constructability input, priorities, and resolution of piping field issues.

• Coordinate with construction, subcontractors, project controls, startup, quality, ES&H, and other disciplines on schedules, sequencing, work packaging, turnover priorities, and execution plans.

• Lead piping quantity takeoff, control, reporting, forecasting, and analysis to support work planning, performance tracking, unit-rate evaluation, manpower planning, and remaining-work strategies.

• Oversee piping work packages, field changes, RFIs, construction drawings, sketches, temporary facility needs, and as-built documentation.

• Review cost and schedule data; support estimates, progress reports, forecasts, and construction engineering records.

• Direct field material requisitions and review receiving, warehousing, preservation, and issue processes to ensure piping materials are available for construction.

• Coordinate piping subcontract activities, including submittals, inspection test plans, progress reporting, invoices, change documentation, technical oversight, and schedule integration.

• Ensure piping installation, testing, inspection, and turnover comply with contract documents, engineering requirements, vendor data, codes, standards, quality requirements, and project procedures.

• Promote Bechtel's Zero Accident philosophy by ensuring safe work planning, safe tool and equipment use, housekeeping, and ES&H compliance in the work area.

• Coordinate piping turnover with construction, startup, and completions teams, including walkdowns, punch list validation, inspection records, turnover data, and management reporting.

Education and Experience Requirements

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

Required Knowledge and Skills

• Skilled in piping field engineering with the ability to supervise construction engineering work, direct assigned personnel, set priorities, and support staffing, training, competency development, and performance feedback.

• Knowledge of work planning, Advanced Work Packaging, installation and turnover work packages, quantity systems, construction automation, project controls interfaces, and progress reporting.

• Strong understanding of piping construction methods, sequencing, testing, inspection, material management, field procurement, preservation, and subcontract administration.
