Job Description:

The Environmental Specialist supports environmental compliance for produced water midstream and Salt Water Disposal (SWD) operations while aligning with organizational goals, objectives, and mission. This role serves as a key liaison with regulatory agencies, including the New Mexico Oil Conservation Division (NMOCD), New Mexico State Land Office (NMSLO), Bureau of Land Management (BLM), Environmental Protection Agency (EPA), Railroad Commission of Texas (RRC), and Texas Commission on Environmental Quality (TCEQ).

The position requires strong organizational skills, regulatory knowledge, and the ability to coordinate across multiple departments, external agencies, and environmental consultants. Level and salary are commensurate with experience.

Responsibilities:
  • Support environmental compliance activities and initiatives within assigned operational areas
  • Serve as a liaison between operations, regulatory agencies, environmental consultants, and management teams
  • Maintain environmental records, remediation tracking logs, monitoring documentation, and project files
  • Manage and support environmental regulatory filings, including reportable spills, closure reports, Permit by Rule (P ), SPCCs, Tier II reporting, and other required agency submissions
  • Coordinate spill response tracking activities from initial notification through remediation and regulatory closure
  • Assist with government agency notifications and communications with external environmental firms, as needed
  • Schedule environmental inspections, vendor activities, compliance reviews, project coordination meetings, and field support activities
  • Ensure compliance with all applicable environmental rules, regulations, permits, and procedures
  • Participate in environmental reviews, Desktop RSAs, ESG initiatives, and compliance improvement efforts
  • Coordinate with approved environmental vendors and consultants for technical support, remediation activities, sampling, reporting, and field services
  • Provide regular internal updates regarding environmental compliance activities, spill response status, remediation tracking, and project progress
  • Assist with annual Tier II reporting coordinated with external environmental firms
  • Establish and maintain strong working relationships with TCEQ, TXDOT, RRC, EPA, NMOCD, NMSLO, BLM, and other applicable regulatory agencies
  • Review, summarize, and provide internal guidance regarding permit conditions and regulatory requirements
  • Provide support and assistance to management and operations teams regarding required actions, project status, and potential compliance challenges
  • Coordinate with other departments to collect and analyze information and data for regulatory reports and compliance tracking
  • Support bid evaluations, scope of work development, contractor coordination, and environmental consultant management
  • Stay informed of relevant local, state, and federal rules, regulations, and agency policies
  • Design and generate reports, presentations, tracking summaries, and correspondence as required
  • Comply with all policies and procedures; adhere and be compliant to safety and environmental guidelines
  • Assist with other duties as assigned based on needs
Skills and

Qualifications:

Minimum Qualifications:
  • Bachelor's Degree in Environmental Science, Environmental Engineering, Biology, Geology, Natural Resources, Occupational Safety, related field, or relevant experience
  • 5 years of oil and gas environmental compliance experience
  • Direct experience preparing, filing, and maintaining environmental compliance documentation with regulatory agencies, including NMOCD, NMSLO, BLM, EPA, RRC, and TCEQ
  • Knowledge of SPCC, Facility Response Plans (FRPs), Tier II reporting, RCRA, CWA, CERCLA, and related environmental compliance documentation
  • Familiarity with applicable OCD, BLM, RRC, TCEQ, EPA, and other environmental regulations
  • Strong organizational, planning, communication, and time-management skills with the ability to manage multiple priorities
  • Ability to work collaboratively across departments, operations teams, vendors, and regulatory contacts
  • Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
  • Proactive, ethical, and accountable with strong critical thinking, problem-solving, and confidentiality skills
  • Able to adapt in a fast-paced environment where operational and regulatory priorities may change
  • Able to travel as needed; travel may vary depending on operational demands
  • Must have a valid driver's license and be deemed insurable by insurance provider
Preferred Qualifications:
  • 2 years of produced water midstream, Salt Water Disposal (SWD), or related field operations experience
