Planning and Schematic Development Project Manager

Entech Civil Engineers, Inc. (Entech) is seeking an experienced Project Manager with an emphasis in planning and schematic development to join our team in Houston, Texas. To be considered for this position, applicants should be a licensed engineer with 10+ years of experience. As Project Manager, you will manage a team of E.I.T.s and Licensed Engineers overseeing and directing the development of schematics on various projects, including complex projects and corridor planning projects.

JOB RESPONSIBILITIES

• Direct planning and schematic staff.
• Direct multidisciplinary internal teams, including roadway, traffic, drainage, environmental, and structures, to deliver coordinated and technically sound design solutions.
• Proactively engage on projects and client needs.
• Manage and delegate to ensure project delivery meets client expectations.
• Manage project scope, schedule, and budget to ensure successful and profitable project delivery.
• Serve as primary client liaison and main point of contact for assigned projects.
• Oversee quality control processes to maintain high standards of work throughout the project lifecycle ensuring compliance with TxDOT and AASHTO design standards and client requirements.
• Guide the development of schematic design alternatives, alignment studies, preliminary layouts, and corridor level analysis.
• Lead the production of technical documents, reports, presentations, and project deliverables.
• Identify and mitigate project risks while fostering a culture of collaboration, innovation, and proactive problem-solving.
• Lead project pursuit development including proposal writing and coordinating with marketing team.
• Develop and maintain positive client relationships.
• Support resource planning to maintain adequate project staffing levels.
• Mentor junior team members through knowledge sharing and continuous development opportunities.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

• Bachelor’s degree in Civil Engineering.
• Texas licensed Professional Engineer (PE).
• 10+ years of recent planning and schematic experience.
• Experience in planning, management and the development of a schematic and environmental document as a PM.
• Experience with TxDOT proposals and interviews .
• TxDOT precertifications:
  Schematic Development, Roadway Design, Freeway Interchanges, Multi-Level Interchange Design – additional categories are a plus.
• Proven experience in the project development process.
• Proven experience in the design of schematics and receiving final project approval including environmental approval.
• Experience with TxDOT Roadway Design Manual and Access Management Manual.
• Experience with other transportation agencies such as COH, HCTRA, FBTRA, and Harris County work is a plus.
• Technical knowledge of Bentley Open Roads software is a plus.
