JOB OVERVIEW

Responsible for the planning, implementation, and coordination of health, safety, environmental, security systems, and (as applicable for the site) quality assurance systems designed to eliminate non-conformance and ensure continual improvements within BWC Terminals Holdings LLC and its subsidiaries (the “Company”). The HSEQ Specialist will work directly with the Regional Operations Manager to assist in managing programs to ensure timely regulatory compliance, business alignment, HSEQ objectives, and customer satisfaction, while maintaining cost-effectiveness.

Responsible for managing all air quality permitting work by preparing and submitting all necessary new permit applications. Provide leadership and coaching to employees.

DUTIES AND RESPONSIBILITIES

Below is a list of essential duties of this position.

  • Gain a solid understanding of the HSEQ programs and implement the HSEQ policies, procedures, and methods designed to drive a strong and safe culture.
  • Support site personnel, including management in the quality management system, ensuring the customer receives best-in-class service which meets the customer’s needs and service requirements.
  • Implement audit criteria and procedures, conduct safety audits, and report findings to the Regional Operations Manager and Terminal Management with any concerns or immediate actions.
  • Also perform environmental compliance audits and implement follow-up corrective actions to ensure compliance with federal, state, and local regulations.
  • Stay abreast of technologies in the industry and stay current with new regulations and trends.
  • Must be able to interpret regulatory regulations and ensure applicability to bulk liquid terminal operations.
  • Assist the Regional Operations Manager and Terminal Manager and attend audits both scheduled and unscheduled with all regulatory agencies and customers to ensure HSEQ guidance and oversight.
  • Assist/lead and work with terminal management in incident investigations to assure a root cause and corrective actions are determined and addressed.
  • Conduct timely review and provide HSEQ determination on new products being analyzed for storage to ensure all HSEQ requirements are identified during review (CFA process).
  • Perform technical and administrative functions (planning, organizing, interpreting, coordinating, and executing group or project assignments).
  • Liaise with individuals and appropriate parties within or outside the department or project structures on Safety Hazard recognition and mitigation.
  • Ensure employees are familiar with and in compliance with all company policies and procedures as well as external regulatory requirements.
  • Oversee air quality analysis, assess regulatory compliance, and perform regulatory evaluations.
  • Maintain knowledge of all environmental areas impacting operations, including air emissions, waste and storm water, solid and hazardous waste management, pollution prevention, emergency planning and response, ground water protection, and hazardous chemical use as it relates to environmental management.
  • Compile and submit federal, state, or local air and water monitoring reports, hazardous waste, and/or any other environmental reports as required by permit, law, or regulations for all terminals within the assigned region.
  • Conduct permit renewal and modification activities as required.
  • Prepare and submit air permit applications and modification packages, notify management as required.
  • Interact and communicate with clients and co-workers in a professional and appropriate manner and respond and give feedback in a respectful and positive manner.
