Job Description

PNA is seeking a Graduate Civil Engineer / Engineer in Training (EIT) to support water, wastewater, and stormwater projects. Under the guidance of licensed Professional Engineers, you will assist with hydraulic modeling, operational support, capital improvement and long-term planning, design, and digital solution services. This role is ideal for a recent graduate with 1-2 years of experience who is pursuing PE licensure and looking to gain broad, hands-on exposure across utility and drainage infrastructure.

Key Responsibilities
  • Support the planning and design of water, wastewater, and stormwater infrastructure, including:
  • Wastewater collection and treatment (gravity sewers, force mains, lift stations, treatment facilities)
  • Water distribution and treatment (pressure mains, valves, hydrants, service connections, transmission mains, treatment facilities)
  • Stormwater conveyance and management (storm sewers, culverts, channels, detention/retention, and green infrastructure)
  • Perform hydraulic and hydrologic modeling and analysis using tools such as Info Works ICM, EPA SWMM, WaterCAD/ WaterGEMS, SewerCAD/ SewerGEMS, and HEC-RAS/HEC-HMS, as applicable.
  • Complete engineering calculations and technical evaluations, including:
  • Hydraulics/hydrology (pipe sizing, flow estimates, headloss, HGL, runoff calculations)
  • Pumping and force main sizing
  • Storage/detention sizing and routing
  • Treatment process/facility sizing (as applicable)
  • Diversion, consolidation, and infrastructure alternatives analysis
  • Support asset management by organizing condition and performance data, reviewing as-builts and GIS information, updating asset attributes, and assisting with risk- and lifecycle-based prioritization for rehabilitation and replacement.
  • Assist with permitting and coordination efforts (e.g., stormwater permitting, utility coordination, and environmental documentation) based on project needs.
  • Participate in field activities such as site walks, utility investigations, and construction observation support.
  • Apply programming skills (e.g., Python or similar) to streamline engineering workflows, including data analysis, automating repetitive calculations, processing model inputs/outputs, and creating clear plots, tables, or dashboards to communicate results.
  • Use GIS applications (e.g., ArcGIS Pro, ArcGIS Online) for spatial analysis and mapping, asset data maintenance, integrate as-builts and field data, and develop clear figures and exhibits for planning, design, and asset management deliverables.
  • Prepare technical documents including design reports and memos, plan notes, specifications, quantity takeoffs, and OPCC estimates.
  • Review, develop, and update project drawings, exhibits, and design deliverables in accordance with required standards.
  • Coordinate and communicate with internal teams and external stakeholders (clients, surveyors, geotechnical teams, contractors, and agencies).
  • Follow PNA quality procedures and maintain accurate, organized project files and documentation.
Required Qualifications
  • B.S. in Civil Engineering (ABET-accredited or equivalent) or higher required
  • EIT certification or intent/ability to obtain within 6 months.
  • Coursework or foundational knowledge in hydraulics/hydrology and civil design.
  • Familiarity with GIS, CAD concepts; ability to read design standards, manuals and drawings and learn PNA drafting/design standards.
  • Strong written and verbal communication skills and attention to detail.
  • Ability to manage multiple tasks and meet deadlines in a team environment.
Preferred Qualifications
  • EIT certification or Fundamental of Engineer (FE) exam passed.
  • Master's in civil engineering.
  • Internship/co-op experience in municipal utilities, water resources, land development, or design.
  • Experience or exposure to hydraulic modeling tools such as Info Works ICM, SWMM, WaterGEMS, HEC-RAS/HEC-HMS.
  • Working knowledge and experience with GIS (ArcGIS, ArcGIS Online) and survey data workflows.
  • Experience with business analytics tools and techniques (data visualization, dashboards, reporting, performance metrics).
  • Programming/scripting experience (e.g., Python and/or other languages) to support analysis and automation.
  • Familiarity with relevant standards and guidance (AWWA, local utility standards, stormwater manuals, state/federal regulations as applicable).
  • Valid driver's license and willingness to participate in occasional field/site visits.
