Plains All American Pipeline is seeking an HSE Environmental Permitting Specialist to support safe, reliable operations across our midstream energy assets. Based in Houston, this role develops and manages environmental permits for pipelines, storage, and terminals, ensuring compliance with federal, state, and local regulations. You will partner with operations, projects, and regulators to evaluate impacts, recommend mitigation, and maintain rigorous documentation.

Responsibilities

  • Develop, prepare, and manage environmental permit applications for pipelines, terminals, and related facilities.
  • Ensure compliance with federal, state, and local environmental regulations and company HSE standards.
  • Coordinate with regulatory agencies, consultants, and internal stakeholders throughout the permitting process.
  • Monitor regulatory changes and advise operations on environmental requirements and best practices.
  • Support environmental impact assessments, studies, and field data collection as needed.
  • Maintain permitting records, documentation, and compliance reports for audits and inspections.
  • Provide technical guidance to project teams on environmental constraints, risks, and mitigation measures.
  • Assist in incident investigations and corrective actions related to environmental events.
  • Contribute to HSE training and awareness on environmental compliance and stewardship.
  • Support continuous improvement of Plains' environmental management systems and processes.
