Mission

The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description

Financial Examiners perform highly responsible financial examinations of the Prepaid Funeral Contract (PFC) and Perpetual Care Cemetery (PCC) industries. Examiners perform entry-level examinations to examinations of increasing complexity and responsibility. Work involves examining accounting records to ensure compliance with applicable statutes and regulations and reports to the Deputy Commissioner of Non-Depository Supervision. Works under the guidance of other examiners, with limited latitude for the use of initiative and independent judgment.

Job Duties
  • Develops and maintains working knowledge and application of reference materials, which includes the Texas Finance Code, Texas Administrative Code, Texas Health and Safety Code, Departmental memorandums, and PFC/PCC procedures and training manuals.
  • Assists with or conducts independent examinations of PFC and PCC entities.
  • Determines proper depositing and segregation of PFC and PCC funds into trust accounts and reviews all withdrawals.
  • Reviews and evaluates PFC deposits and withdrawals to ensure compliance with applicable laws and regulations.
  • Reviews files for compliance with record keeping requirements.
  • Examines bank/trustee statements and other financial records.
  • Reviews and evaluates trust investments of regulated entities to ensure compliance with applicable laws and regulations.
  • Reviews and evaluates the financial condition of the regulated entities to ensure compliance with the statutory guidelines.
  • Reviews and evaluates the internal controls associated with PFC/PCC operations.
  • Performs visual inspection of cemetery grounds.
  • Determines the overall condition of the regulated entities, assigns a uniform rating, and presents conclusions and findings to the regulated entity’s management.
  • Prepares PFC/PCC examination reports in a timely manner and submits to supervisor.
  • Achieves proficiency with Departmental approved computer applications and programs to accomplish job duties.
  • Demonstrates leadership, organization, and time management skills.
  • Prepares neat and orderly working papers to document examination procedures and to support findings.
  • Participates in discussions on changes and improvements to examination procedures, rules, and laws and makes recommendations to Departmental management.
  • Performs investigative, analytical, and administrative duties as assigned.
  • Assists with team examinations.
  • Assists with seizures of troubled or unlicensed entities as assigned.
  • Performs monthly, quarterly, and annual examination scheduling projections to ensure entities are examined according to statute.
  • Monitors personal progress to ensure budgeted goals are met.
  • Completes assigned tasks in a thorough and timely manner.
  • Performs other duties as assigned.
Required

Minimum Qualifications Experience and Education Requirements
  • Financial Examiner I:
    • Graduation from an accredited four-year college or university with major course work in finance, accounting, business administration, economics, or job-related field with a minimum of six hours, nine preferred, in accounting to include basic and/or intermediate accounting.
    • Must have a minimum grade point average of 2.50 on a 4.0 scale for accounting hours.
    • Must have a minimum overall grade point average of 2.75 on a 4.0 scale.
    • A graduate degree in finance, accounting, business administration, economics, or job-related field may substitute for an undergraduate degree that is not business related.
  • Financial Examiner II:
    • Same educational requirement as the Financial Examiner I.
    • One (1) year of experience in relevant accounting or audit activities.
