Responsibilities

  • Provide Leadership/Management oversight as it pertains to the accounting department.
  • Direct all aspects of accounting operations, overseeing all transactions related to general ledger, receivables, payables, medical billing, payroll, and financial reporting; and manage the accounting records and financial reports.
  • Develop an environment that motivates staff and provide regular and ongoing opportunities for all staff to communicate, give feedback and develop knowledge on financial program operations and budget management.
  • In partnership with the CEO, work to enhance SER’s vision and mission for future growth and success.

Financial & Risk Management
  • Actively manage and oversee day‑to‑day accounting and financial operations of the agency.
  • Develop budgets for the agency as a whole, individual programs and new/proposed/expanded services, including the preparation of budget revisions as needed with the CPO.
  • In partnership with the CPO, implement and manage the program aspects of the annual budget.
  • Implement fiscal policies and make recommendations on fiscal policy development.
  • Prepare, analyze and present monthly financial reports for the agency, its programs, and activities.
  • Report on financial results and issues to the CEO and Board of Directors.
  • Oversee and review the preparation of all program financial reporting required for funding sources.
  • Maintain accounting records in accordance with generally accepted accounting principles, TWC Financial Management Manual, and the Uniform Grants and Contract Management Standards.
  • Spearhead the budgeting process for the agency while seeking input from key staff; prepare budget and implement administrative controls, including the preparation of a cost allocation plan.
  • Prepare comparative analysis of operating programs by analyzing costs in relation to services performed and submit reports to management team with recommendations for budget revisions.
  • With CPO, manage the negotiation and execution of agency contracts with funding sources, vendors and collaborative service providers.
  • Manage the agency’s liability insurance program, including ongoing risk analysis.
  • Analyze company’s financial results with respect to profits, trends, costs, and compliance with budgets. Issue regular status and ad‑hoc reports to executive management.
  • Provide strategic guidance around capital financing options to support company growth needs.
  • Develop and coordinate all relationships with lending/financial institutions.
  • Assist senior and executive management in financial planning and results management. Work with other team members to understand revenue and cost drivers and define appropriate reports for tracking.
  • Work with HR to review efficiency/effectiveness of employee benefit programs, seeking approaches to lower costs where possible and consistent with required quality levels.
  • Coordinate, prepare, and review monthly, quarterly, and annual reports.
  • Oversee and lead annual budgeting and planning process, administer, and review all financial plans and budgets’ monitor progress and changes; and keep executive leadership team abreast of the organization’s financial status.
  • Coordinate and/or prepare tax schedules, returns and information.
  • Review and supervise risk management activities.
  • Manage all tax planning and compliance with all required federal, state, local, payroll, property, and other applicable taxes.
  • Coordinate and manage audits.
  • Perform other duties as assigned.
Accounting
  • Work with members of the accounting team on payroll. Ensure compliance and submit applicable reports to the Internal Revenue Service, Texas Workers Compensation, Texas Workforce Commission, and other regulatory entities.
  • Develop and maintain all necessary accounting policies and systems, including general ledger and financial reporting. Ensure that records are maintained in accordance with generally accepted accounting principles.
  • Monitor the internal fiscal, purchasing, and personnel administration in compliance with federal, state, and local law, regulations, and interpretations, and ensure that agency policies and actions remain in compliance.
