Corporate Financial Planning & Analysis Manager

CITGO Petroleum Corporation is a leading refining company. We are hiring a Corporate Financial Planning & Analysis Manager in Houston, TX.

Charged with analyzing and communicating the results of the financial model, this role runs alternative scenarios, develops reports, and builds tools to present findings to senior leadership. The incumbent focuses on forecast implications for liquidity and debt covenants and collaborates with the Controller and other Finance department managers to resolve related issues.

• Bachelor's degree in Accounting, Business, or Engineering
• 8 years of progressively responsible experience, including:
• Supervising a finance team (directing work, performance reviews, training, conflict resolution)
• Analysis, reporting, and recommendation based on financial models to senior leaders
• Developing, optimizing, and implementing efficient FP&A processes
• Working cross‑functionally across the organization
• Creating comprehensive solutions using Oracle Planning and Budgeting Cloud Service, and other FP&A tools
• Developing KPIs, dashboards, and variance analysis
• Collaborating with and presenting to multiple stakeholders, including C‑Suite
• Experience with Oracle FP&A solutions (PBCS, Financial Reporting, Data Management, Smart View, Narrative Reporting)
• Experience with SAP, SAP BPC, and HSF
• Maintaining financial models, forecasting, logic, and data integrity

• Analysis / Reporting / Recommendations: Analyze and communicate financial model outputs, run alternative scenarios, develop reports, and create tools for senior leadership communication. Emphasize liquidity forecast and debt covenant implications.
• FP&A Process Improvement: Develop and optimize FP&A processes and work closely with FP&A, Controllers, IT, and C‑Suite to generate what‑if scenarios and financial reporting.
• Budgeting/Forecasting System: Create a comprehensive cloud‑based solution using Oracle PBCS, eliminating spreadsheets, enabling full‑statement planning, and phasing implementation across business units.
• Internal & External Reporting: Analyze reporting needs, build dashboards, and perform variance analysis across financial, operational, and external reporting.
• Model Maintenance: Continually review the financial model, maintain hierarchy, update data mappings, and modify reports to capture changes.
• Process Implementation: Handle periodic activities like monthly actual/plan/forecast data loads, volume/price analysis, and variance reporting; engage stakeholders to enhance FP&A processes.
• Systems Knowledge: Extensive experience with Oracle FP&A solutions (PBCS, Financial Reporting, Data Management, Smart View, Narrative Reporting). Knowledge of SAP, BPC, and HSF; perform data extraction, loading, and validation to ensure integrity.
• Personnel Management: Lead a team of 3‑5 direct reports, conduct performance reviews, provide training, and resolve conflicts.
• Documentation & Training: Develop documentation and train administrators, power users, and end users of FP&A tools and processes.
• Presentation Preparation: Prepare financial results for senior executive presentations, including what‑if scenarios for liquidity/debt covenants and acquisition/divestiture scenarios.
