Tech Trans International (TTI) is a global provider of language services, logistics, procurement, and program support services to the U.S. Department of Defense (DoD) and other U.S. Government customers. With international operations and service-based contracts executed worldwide, TTI maintains a purchasing and property management system designed to comply with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Contractor Purchasing System Review (CPSR) requirements.
The Procurement & Property Management Lead is an expert-level, working lead role supporting the Department of Defense contract. This position is responsible for performing and overseeing the execution of compliant procurement and Government property accountability across the program. The role ensures purchasing actions and property management activities are properly documented, defensible, and audit-ready, while supporting mission-critical operations in complex international environments.
Key Responsibilities Procurement Execution & Compliance- Lead procurement activities supporting TRLS II task orders in compliance with FAR, DFARS, CPSR, and TTI purchasing policies.
- Source routine and unique goods and services in CONUS and worldwide under strict timelines.
- Create purchase orders and document procurement actions to ensure proper documentation of competition, sole-source justifications, and price or cost analysis.
- Verify inclusion and accuracy of required FAR/DFARS clauses, flow-downs, and DoD-specific terms and conditions.
- Coordinate procurement actions with Program Management, Logistics, Finance, and Shipping and Export Control activities to ensure alignment with scope, funding, and performance requirements.
- Provide procurement guidance to internal staff and subcontractors to ensure consistent, compliant execution across the program.
- Serve as the Property Management Lead for TRLS II, overseeing Government-furnished property (GFP), contractor-acquired property (CAP), and program-managed material.
- Ensure proper receipt, tagging, tracking, inventory, custody transfer, storage, movement, and disposition of Government property.
- Maintain accurate property records within approved property systems (e.g., CoreIMS or equivalent), ensuring reconciliation and data integrity.
- Lead physical inventories, discrepancy resolution, loss/damage investigations, and reporting in accordance with FAR Part 45 and DFARS requirements.
- Coordinate property management and custody transfer activities with DTRA, A&AS partners, subcontractors, and in-country personnel.
- Conduct compliance reviews of procurement and property files to validate completeness, accuracy, and audit readiness.
- Identify documentation gaps or compliance risks and coordinate corrective actions with program leadership to ensure compliance.
- Support internal CPSR and Property Management System self-assessments and corrective action tracking.
- Serve as a primary point of contact for procurement and property-related DCMA reviews, CPSRs, and surveillance activities.
- Prepare procurement and property documentation for Government audits, reviews, and data calls.
- Support the development and execution of corrective action plans resulting from audit findings or observations.
- Maintain and update procurement and property management policies, SOPs, templates, and forms.
- Ensure that procurement and property teams utilize current, approved documentation that is aligned with DoD requirements.
- Promote standardized procurement and property management practices across task orders and geographic locations.
- Bachelor’s degree in Business, Supply Chain Management, Logistics, Contracts, or a related field.
- 7–10+ years of experience supporting procurement and/or Government property management in a U.S. federal contracting environment.
- 7–10+ years of experience sourcing unique unrepeatable goods and services worldwide.
- Strong working knowledge of FAR, DFARS, CPSR, and Government Property regulations (FAR Part 45).
