Overview
Director of Moving to Work (MTW) serves as the Housing Authority’s principal administrator and subject matter expert for all MTW activities, strategic policy initiatives, HUD‑directed demonstration requirements, and agency‑wide regulatory policy development. The Director leads the strategic planning, administration, implementation, oversight, evaluation, and continuous improvement of the MTW program and related federal housing initiatives.
Responsibilities- Serve as the agency’s lead MTW administrator, directing policy development, implementation, and evaluation in accordance with HUD requirements and agency objectives.
- Oversee the full lifecycle of HUD planning and reporting processes, including public participation, Board approval, submission, and compliance monitoring for the Annual PHA Plan, Five‑Year PHA Plan, MTW Supplement, MTW Annual Report, and related HUD documents.
- Lead the development and implementation of the Public Housing Admissions and Continued Occupancy Policy (ACOP), Housing Choice Voucher (HCV) Administrative Plan, MTW policies, Standard Operating Procedures (SOPs), and related procedures.
- Evaluate existing and proposed MTW activities, waiver authorities, and operational strategies to improve program efficiency, resident outcomes, landlord participation, and regulatory compliance.
- Monitor and interpret federal laws, HUD regulations, MTW guidance, and industry best practices to ensure organizational compliance and proactive policy adaptation.
- Oversee budget planning, funding allocation strategies, and financial forecasting related to MTW initiatives to ensure effective and compliant use of federal resources.
- Provide strategic recommendations to executive leadership regarding policy implementation, regulatory risk, operational efficiencies, funding utilization, program innovation, and long‑term MTW planning initiatives.
- Direct agency‑wide implementation efforts for MTW initiatives and policy changes by coordinating with operational departments including Voucher Programs, Public Housing Operations, Resident Services, Finance, Asset Management, Compliance, Procurement, Information Technology, and the Office of General Counsel.
- Develop and analyze key performance indicators (KPIs) and data related to program performance, rent reform, utilization, and resident outcomes to inform policy and operational decisions.
- Oversee MTW performance measurement systems, dashboards, and reporting tools to support evaluation and compliance.
- Coordinate and manage HUD audits, monitoring reviews, independent evaluations, regulatory assessments, and internal compliance reviews associated with MTW and policy administration activities.
- Serve as the agency liaison with HUD representatives, external evaluators, consultants, auditors, peer housing authorities, industry associations, local government officials, and community stakeholders regarding MTW implementation and policy initiatives.
- Develop and facilitate presentations, training materials, technical guidance documents, Board memoranda, public hearing materials, and implementation resources related to MTW and agency policy initiatives.
- Oversee stakeholder engagement including resident advisory boards, public hearings, comment periods, community outreach activities, and Board presentations associated with HUD‑required planning and policy processes.
- Direct special projects, operational assessments, policy research initiatives, and strategic planning assignments as designated by executive leadership.
- Identify and evaluate grant opportunities, funding initiatives, demonstration programs relevant to the Housing Authority’s strategic objectives and provide leadership in grant development and implementation support.
- Develop and manage project plans, timelines, and budgetary tracking associated with MTW and strategic policy initiatives.
- Ensure all activities are performed in compliance with HUD regulations, MTW Operations Notice requirements, federal statutes, state laws, local ordinances, procurement standards, agency policies, and applicable compliance requirements.
