Residential Child Care Licensing Inspector
Department: CCL Residential Field Ops

Responsibilities
  • Monitors general residential operations, child‑placing agencies, and selected agency homes, documents compliance, and notifies providers of corrective actions. (30%)
  • Investigates complaints, allegations of minimum standard violations, and completes investigations promptly and accurately. (25%)
  • Evaluates new applications for general residential operations and child‑placing agencies to issue permits. (15%)
  • Identifies risk and recommends referral to Child‑Care Enforcement (CCE). (10%)
  • Provides training and technical assistance to residential child‑care providers. (10%)
  • Responds to emergency complaints of high‑risk situations. (5%)
  • Performs other duties as assigned and required to maintain unit operations. (5%)
Registrations, Licensure Requirements
  • Valid driver’s license, preferably in Texas.
Knowledge, Skills & Abilities (KSAs)
  • Knowledge of Texas laws and regulations applicable to residential child‑care.
  • Effective verbal and written communication skills.
  • Establishing and maintaining effective working relationships.
  • Applying emotional intelligence to all situations.
  • Critical thinking and risk mitigation capabilities.
  • Ability to work with diverse groups promoting cultural respect.
  • De‑escalation skills with tact and diplomacy.
  • Self‑startup, organization, and priority management.
  • Basic office equipment operation, including camera/AV equipment.
  • Travel readiness.
Initial Screening Criteria
  • Graduation from an accredited four‑year college or university, or equivalent experience.
  • Experience in regulatory services such as inspections and investigations is preferred.
Additional Qualification Details
  • Inspector IVs: Experience as a regulatory inspector, complex inspection/ investigation work under limited supervision, and evidence‑secure and program improvement assessment.
  • Inspector Vs: Experience as a regulatory inspector or investigator, advanced inspection/investigation work under minimal supervision, leadership or mentorship experience, and testimony or specialized training delivery.
Work Arrangements & Travel
  • Work hours are flexible; occasional evenings and weekends may be required.
  • Telework may qualify for 100% telework; majority of work via mobile technology.
  • Travel may be required outside the headquarters area on occasion.
Candidate Requirements
  • Reliable transportation, valid Texas driver’s license, and adequate insurance.
  • Pass a background check including criminal history and Texas Child Abuse & Neglect Registry check.
  • Verification of degree(s) and/or license(s).
