- Supervise, coordinate, and manage the wastewater operations environmental compliance program.
- Manage expenditures to accompany budget goals by forecasting, budget development, planning, and expenditures.
- Provide regulatory expertise to the City's Wastewater Operations and the Wastewater Laboratory.
- Manage the issuance and renewal of TPDES and Title V permits, including completion of permit applications and review of draft permits.
- Ensure accurate and timely reporting to regulatory agencies and meet all deadlines required under the regulatory permits.
- Perform all administrative duties relating to the position, respond to the needs of employees, executive management, administration, and the public in a timely and professional manner.
- Act as the primary point of contact between the Utility and regulatory agencies.
- Support compliance for Title V, New Source Review and Green House Gas to maintain timely submittals.
- Review and interpret laboratory data reports, including biomonitoring reports and identify the causes of any failures.
- Coordinate with the wastewater laboratory on data management and reporting.
- Provide regulatory support to review the impact of upcoming regulations on the branch.
- Determine compliance with various environmental regulatory requirements.
- Develop the skills and competencies of subordinates through training and development activities related to current or future jobs.
- Build a cooperative work team with a safe and productive environment.
- Manage and renew contracts to ensure continuous support. he ideal candidate is someone who can work independently, managing their own schedule to meet program's goals.
- The candidate will also need great technical and communication skills to be able to directly coordinate with public partners and collaboratively work with management and managed employees.
- Attend conferences and professional meetings.
Working Conditions The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.
This is Houston Public Works Emergency Management position at the Tier II Level.
Minimum RequirementsEDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
Experience Requirements
Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
Substitution: A master's degree in business administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
License Requirements

PREFERENCES
Preference will be given to applicants with working knowledge of: TPDES permitting rules and regulations;
Discharge compliance reporting;
Investigative experience, TCEQ background knowledge, Title V Air and New Source Review permitting and compliance reporting; WWTP Storm Water Program and MS4;
Laboratory data management and interpretation; and regulatory agency experience. Have a degree in Engineering, Environmental science/management, biology.

SALARY INFORMATIONFactors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
PAY GRADE: 29 APPLICATION PROCEDURESAll new and rehires must pass a pre-employment drug test and are subject to a physical examination and verification of information provided.
