Plains is seeking a Senior Analyst, Government & Public Affairs to support regulatory strategy and stakeholder engagement for our North American pipeline and terminal network. This role monitors and analyzes federal, state, and local policy impacting midstream energy, prepares briefings and impact assessments, and supports advocacy with policymakers, trade associations, and community partners. The Senior Analyst drafts communications, talking points, and presentations, coordinates responses to regulatory inquiries, tracks legislative developments, and collaborates with operations, legal, and HSE teams to align business activities with compliance, safety, environmental, and reputational objectives in a performance-driven, safety-focused culture.

Responsibilities

  • Monitor, research, and analyze federal, state, and local policy affecting midstream energy operations
  • Prepare regulatory and legislative impact assessments and briefing materials for leadership
  • Support engagement with policymakers, regulators, trade associations, and community stakeholders
  • Draft talking points, presentations, and external communications on policy and regulatory issues
  • Coordinate responses to regulatory inquiries and information requests with Legal and HSE teams
  • Track and report on legislative, regulatory, and political developments relevant to Plains' business
  • Collaborate with operations, commercial, and safety teams to align activities with compliance and reputational objectives
  • Maintain databases and dashboards of policy issues, stakeholders, and advocacy activities
  • Support planning and execution of government relations and community outreach initiatives
  • Contribute to internal education on policy trends and implications for business strategy
