- Perform emergency management work including coordination with other entities, the prevention, preparedness, response, recovery and/or mitigation of intentional and unintentional crisis, disasters, other humanitarian emergencies, or of all-hazards, natural and man-made/technological (chemical, biological, radiological, nuclear, high explosives) events.
- Performs as the Strategic National Stockpile (SNS) Coordinator, maintains the HHD SNS Medical Countermeasures (MCM) plan and response program.
- Coordinates and communicates internally with HHD PHEP unit, Assistant Directors and Managers, and externally with the public and representatives of government agencies.
- Functions as the City of Houston Strategic National Stockpile Coordinator.
- Maintains a high degree of knowledge and competency regarding the Strategic National Stockpile including the managed inventory, and CHEMPACK components. Under direction and consultation of the Public Health Emergency Preparedness Division Manager, manages the City of Houston Medical Countermeasures Dispensing and Administration (MCM D &
A) operational readiness and related documentation including but not limited to plans, field operation guide, site assessments, training curriculum, organizational charts, notification and activation protocols, and Point of Dispensing (POD) standards. - Coordinates maintenance, testing, and drills involving prime movers and POD trailers.
- Coordinates with procurement and pharmacy staff to maintain a local cache of antibiotics for emergency use. Maintains strong working relationships with other public health emergency, law enforcement, emergency management, public information/communication, laboratory, pharmacy, nursing, hospital, epidemiology, public works, human resources, closed POD partners, and other professionals critical to Houston’s medical countermeasures City Readiness Initiative.
- Develops expertise to support MCM response needs for United States Postal System (USPS) Biological Detection System (BDS) and Bio Watch detection programs immediate activations.
- Consults and trains others within the Program to develop backup and assistant SNS Coordinator capacity to three persons deep.
- Participates on city, regional, state and national emergency preparedness work groups.
- Coordinates, convenes and facilitates work groups to produce City of Houston Emergency Management Plan annexes, plan documents, departmental continuity of operations plan, SOPs, trainings, and HSEEP compliant exercises.
- Develops relationships with key stakeholders and initiates memoranda of understanding, contracts, scopes of work, and other agreements as may be needed for emergency response and recovery capacity and capability. May be assigned management responsibilities on a limited basis for certain functions, units or programs.
- Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity including emergency response, recovery, and COOP activations.
- Compiles data, produces information and interprets results through conclusion or recommendation formulation.
- Develops reports, special documents or publications as assigned. Maintains a high degree of working knowledge of CDC’s Public Health Emergency Preparedness Capabilities, CDC’S Emergency Readiness Framework, HHS’s Public Health Emergency Medical Countermeasures Enterprise, NACCHO’s Project Public Health Ready, FEMA’s National Incident Management System, Homeland Security Exercise Evaluation Program, and other national and state level guidance documents and programs.
- Coordinates and delivers community preparedness outreach and training activities including weekend and after-hours events.
- Participates in professional development to compliment the make-up, competency, and capacity of the PHEP team.
