HR - Records & Compensation Manager @ Human Resources Department

Primary

Purpose:

To assist the Human Resources Supervisor with various projects and district salary/budget preparation. Contribute to processing and maintaining files and records for employees of the district. Support the efficient performance of the Personnel Records Department for district-wide service.

Qualifications:

Education/Certification:

  • Bachelor’s degree or five years of experience in a school district Human Resources Office preferred

Special Knowledge/

Skills:

  • Thorough knowledge of personnel practices and processes, including position control functions
  • Must have an aptitude for math
  • Advanced computer skills
  • Demonstrate strong organizational skills and maintain an accurate record system
  • Knowledge of and ability to interpret state and local policies and guidelines
  • Ability to communicate and work effectively and with others
  • Must be flexible, able to work under pressure

Experience:

  • Two (2) years of experience in personnel records preferred
Major

Responsibilities and Duties:

Administration

  • Assist the Human Resources Supervisor and Director of Records and Compensation with district staffing and budget preparation, position control tracking and management, updating and maintaining job descriptions, and other projects.
  • Responsible for the calculation of district salaries, supplemental payments and verify the calculations of salary and leave days by Records Specialists.
  • Responsible for the calculation and quote of salaries for new employees; exceptions are documented and forwarded to the Executive Director and/or Deputy Superintendent for approval.
  • Coordinate with the Director of Management Information Systems with the end of year processing and Human Resources systems budget preparations for subsequent school year.
  • Coordinate issuance of appropriate educator and administrator contracts (probationary or term).
  • Provide information to district personnel regarding personnel records data and policies.
  • Approve service records for new hire salary purposes.
  • Assist the Chief Financial Officer and Lead Accountant during budget preparation with staffing.
  • Investigate and respond to salary review requests from district personnel.

File Management

  • Maintain and monitor position control for district budget, and proper assignment of staff.
  • Create and maintain computer tables for the school year, job codes, position control, calendars, employee groups, salary schedules, etc.
  • Supervise initial set-up and maintenance of all personnel records.
  • Coordinate/serve as contact for warehousing personnel records with Harris County Department of Education.
  • Process the requests for warehoused files with HCDE – dispensation and return.

Reports and Correspondence

  • Prepare salary/budget documents for Board presentation.
  • Create and maintain the annual district salary compensation book.
  • Coordinate the creation and issuance of Notice of Personnel Actions during rollover of records for new school year.
  • Complete and file the district federal EEOC report, as well as state salary and position survey requests.
  • Create/run computer reports, using specified criteria, for Human Resources, departments, and schools.
  • Assist the Business Office accountants with budget codes and correct position budget account numbers and employee records as necessary.

Analysis

  • Provide statistical data and survey information to district personnel, agencies and other districts upon request.
  • Analyze and interpret data to determine competitiveness of district salaries. Identify and recommend appropriate changes.
  • Analyze compensation policies in relation to wage and hour regulations and recommend changes as appropriate.
  • Verify Alief service records.

Other

  • Maintain confidentiality.
  • Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
  • Follow district safety protocols and emergency procedures.
  • Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
  • Implement alternative methods of instruction as needed.
  • Perform other duties as assigned.
