About the Human Resources (HR) Division:

The Human Resources (HR) division provides overall policy direction on human resources management and administrative support to all staff. It oversees various actions to develop the human capital and talent of Harris County Juvenile Probation (HCJPD). This division is responsible for recruitment, hiring, benefits, compensation, organizational development, employee relations and training. HR plays a strategic role in business management and the fostering of a positive workplace culture, which contributes significantly to HCJPD's overall success.

Position Overview:

Under general supervision, the Payroll Manager will assist the Director of Human Resources by managing approximately 1,100 positions within the Harris County Juvenile Probation Department (HCJPD). Individuals in this position will be responsible for overseeing all aspects of payroll processing and position control for 24-hour facilities including the use of time clocks (Intelli Time), ensuring accurate and timely submission of employees time entries, managing the payroll team, maintaining payroll records, conducting audits, and developing effective working partnerships with the department's employees.

This role will collaborate with various departments to ensure compliance with U.S. Labor laws, regulations, and Harris County policies and procedures. The Payroll Manager must have working knowledge of Harris County Personnel Policies & Procedures, payroll procedures, and related laws, and possess excellent communication, organization, and detail-oriented skills to ensure a seamless flow of payroll operations.

Duties and Responsibilities:

* Payroll Management & Processing:
Oversees all payroll functions for the department, ensures timely and accurate processing of time entries to meet county deadlines, manages payroll team, ensures pay accuracy, and resolves specialized and sensitive payroll issues and discrepancies. In addition, reviews and authorizes payroll and supplemental documents in coordination with the County's Human Resources & Talent (HRT) to ensure data entry accuracy.

* Position Control:
Manages all aspects of Position Control, including position classifications approved by human resources, position changes, transfers, and employee status changes such as promotions, terminations, incentives, allowances, and other related functions.

* Collaboration:

Collaborates with department administration and HR to ensure salaries align with positions and job code classifications, and manage departmental leaves with accurate payroll tracking and coordination.

* Communication:
Serves as a liaison between departments, the Harris County Office of Management and Budget (OMB), HRT, and the Harris County Auditor's Office.

* Employment Verifications & Audits:
Responds and processes written employment verifications, liaises with external auditors, and manages payroll audits.

* Payroll & Benefits Onboarding:
Works closely with the department's Human Resources team during the onboarding process, providing payroll and benefits training for new hires and current employees.

* Record Keeping & Reporting:
Prepares and maintains records and reports of department payroll transactions.

* Team Management:
Manages assigned staff by evaluating job performance and providing coaching, guidance, and training to cultivate a high-performing team.

Requirements

Education and Experience:

* Bachelor's Degree in Accounting, Finance, Business Administration, Human Resources Administration, or other business-related field and

* Five (5) years of payroll experience, including

* Two (2) years in a supervisory or managerial role.

OR

* Associate's Degree in Accounting, Finance, Business Administration, Human Resources Administration, or other business-related field and

* Seven (7) years of payroll experience, including

* Two (2) years in a supervisory or managerial role.

Knowledge, Skills, and Abilities:

* Working knowledge of Harris County Personnel Policies & Procedures, payroll procedures, and related laws.

* Comprehensive knowledge of FLSA, EEOC, Workers Compensation, and ADA.

* Working knowledge of Texas Juvenile Justice Department and TX Education Agency standards.
