The Learning and Development Specialist will serve as a key member of the Human Resources Department, which provides comprehensive services in recruitment, employee relations, compensation and benefits administration, and coordination of employee engagement and recognition initiatives. In addition, Human Resources leads the organization's efforts in leadership development, talent management, and performance management, ensuring employees have the support, resources, and pathways needed to excel and grow within the Auditor's Office.

About the Role

The Learning and Development Specialist will design, implement, and manage programs to enhance employee skills, performance, and career growth while aligning with Harris County and Auditor's Office goals. This role serves as a member of the HR team, responsible for creating and executing employee development plans that support business objectives and foster a culture of continuous learning.

Key Responsibilities Learning Needs Assessment
  • Identify skills gaps and development needs through performance reviews, surveys, and manager consultations.
Program Design and Delivery
  • Develop and deliver training through workshops, e-learning, virtual environments, and blended learning models.
  • Create training materials, presentations, job aids, employee guides, and development resources.
Employee Development
  • Facilitate leadership development, mentoring, and coaching programs to support employee career growth.
  • Support department leaders with targeted development strategies.
  • Provide guidance and resources that help employees strengthen emotional regulation, interpersonal awareness, and problem-solving skills when facing complex interactions.
Evaluation and Metrics
  • Measure effectiveness of learning initiatives using performance data, feedback, and learning management systems (LMS).
  • Ensure training programs demonstrate measurable, meaningful outcomes, including improvements in communication effectiveness and conflict-mitigation competencies.
Collaboration
  • Partner with managers, subject matter experts, and HR colleagues to align learning programs with organizational needs.
  • Support communication and rollout of organization-wide learning efforts.
  • Collaborate with HR and leadership teams to integrate de-escalation principles and difficult-situation management into organizational culture and development frameworks.
Essential Requirements Education
  • Bachelor's degree in learning and development, instructional design, education, communications, or related field.
Experience
  • 6+ years in training development, instructional design, or learning management.
  • Experience mentoring, coaching, or leading others in a learning environment.
  • Experience creating training materials and learning resources.
  • Experience developing or facilitating content related to communication skills, conflict navigation, or behavior-based development is preferred.
Technical Skills
  • Proficiency with Microsoft Office, LMS platforms, e-learning tools, Zoom, and digital learning technologies.
Soft Skills
  • Strong communication, facilitation, and presentation skills.
  • Excellent interpersonal and collaboration abilities.
  • Strong organizational and project management skills; able to manage multiple priorities in a fast-paced environment.
