Position Overview

Directs the Information Technology Support unit that provides support services to a college in the areas of planning, development, administration, training, software and hardware, web services, and centralized technical support. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure.

The position requires personnel to be routinely reviewed to determine whether a criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from maintaining the security or integrity of the infrastructure.

Responsibilities
  • Directs IT support activities and operations in the areas of training, web information services, technical support, and documentation.
  • Directs IT business resources, which includes budget, finance, and asset administration of a unit, ensuring adherence to internal control policies and procedures.
  • Collaborates with college faculty to implement IT support services in support of the scholarly and academic mission of the college.
  • Recommends and implements policies and best practices, and assists in the creation and maintenance of the college IT budget.
  • Promotes the incorporation of technology into teaching and research by providing demonstrations, training, and maintenance of appropriate hardware and software.
  • Oversees the provision of computing services to students via labs, documentation, and technical support.
  • Coordinates training, support, and documentation for technology applications used by staff in support of the college's mission.
  • Represents the college on committees, university-wide task forces, and national conferences.
  • Performs other job-related duties as required.
  • Required Qualifications
    • Ability to assume overall management and support of College IT programs including research, teaching, and Health Information Management systems, including implementation planning and maintenance.
    • Microsoft Office Products experience.
    • Previous experience conducting unit risk assessments, risk analysis, and security threat responses.
    • Knowledge and experience with Health IT compliance and applicable federal and state laws, especially the HIPAA Security Rules.
    • Ability to comprehend workflow and integration of electronic applications into the current hybrid environment.
    • Education requires application of advanced principles, techniques and theory in a professional discipline or a thorough general business management knowledge; experience requires a minimum of seven (7) years of directly job-related experience.
    • Experience will be considered in lieu of education.
    Preferred Qualifications
    • Demonstrated organization, facilitation, written and oral communication, and presentation skills.
    • Working knowledge of project management functions and techniques, utilizing project management skills and identifying task dependencies and critical paths.
    • Understanding of system architecture, infrastructure, integration, and databases; experience with utilities and software and hardware set-up and install practices.
    • Basic understanding of database design and data management concepts and models; basic understanding of XML and SQL; programming skills preferred.
    • Experience working with remote employee setups and environments helpful.
    • Strong troubleshooting and communication skills used for both implementation and support.
    • Experience working closely with Health Information Management, campus IT, and vendors to maintain system(s) integrity and performance.
    • Knowledge and experience in state and federal information security laws, including but not limited to HIPAA, including NIST, PCI and other applicable regulations.
    • Department is willing to accept experience in lieu of education.
