Program Manager, Resource Navigation

Hybrid – Houston, TX | $75,000–$90,000 | Mission-Driven Nonprofit

Join Connective and lead programs that support and scale year-round resource connection and navigation efforts. You will lead the design, implementation, and growth of integrated public benefits, social-service, and resource-navigation systems that improve access to services and strengthen community resilience. This role sits at the intersection of nonprofit programs, government services, and philanthropic investment, driving tech-enabled, community-centered solutions that help individuals and families navigate complex systems.

• Directly support communities in accessing critical resources year-round.
• Collaborate with leaders across multiple sectors to solve systemic challenges.

• Manage and optimize day-to-day operations of human-centered service delivery systems, including client screening, navigation, referrals, and CRM/data platforms to improve access, efficiency, and service outcomes
• Work with technology and data teams to translate user needs into technical requirements and successful product development and implementation.
• Lead program planning and execution, including setting objectives, managing timelines and budgets, and ensuring alignment with organizational goals.
• Drive continuous improvement by analyzing data, developing insights, and applying an Agile, iterative approach to program management.
• Build and manage partnerships, facilitate change management, and launch new initiatives.

• 4+ years in program/design management or strategy roles, including tech-enabled programs (CRM experience a plus).
• Strong data analysis skills and ability to translate user needs into technical requirements.
• Proven success working with senior stakeholders.
• Experience in public benefits (preferred), or other social services such as food security, healthcare, education, or economic mobility.
