Overview
Phillips 66 & YOU - Together we can fuel the future. The Senior Counsel, Regulatory and Compliance reports to the Managing Counsel in the Litigation, Employment, Environmental & Regulatory team. The role collaborates with colleagues across a large corporate law department in a publicly traded, international energy company. Experience with FERC and industry experience is a must for this role.
What You’ll Do- Provide legal counsel, advice, and support to midstream business units subject to FERC regulation, including tariff filings, enforcement, compliance, and management of FERC rate cases.
- Drive and recommend courses of action to Phillips 66 Midstream Leadership.
- Provide legal counsel on day-to-day and complex regulatory matters including advisory context, risk calibration/assessment and associated business impact.
- Provide regulatory guidance, support, and counsel for expanding global Commercial Trading operations.
- Provide legal counsel, advice and support on regulatory investigations and audits, including FERC, and demonstrate ability to cost-effectively leverage and manage outside counsel resources.
- Advise on sanctions, antiboycott and trade compliance, and work with the compliance function to design and conduct training on these subjects.
- Advise on FCPA and related issues, and collaborate with the compliance function to design and deliver FCPA training.
- Provide direction to management in the design, development and implementation of policies and procedures to respond to government initiatives for proactively managing legal risk.
- Work collaboratively with Government Affairs and various business units on public policy issues and rule makings.
- Provide general legal support and advice to the Phillips 66 Corporate Compliance function.
- Legally authorized to work in the job posting country
- J.D. degree from a law school accredited by the American Bar Association
- A member in good standing of any U.S. bar
- 6 or more years of regulatory experience
- Willing to travel up to 10% of the time
- Experience with regulation of crude, NGL, and refined products pipelines
- Extensive knowledge and experience in the midstream area
- Ability to work collaboratively with a highly skilled team
- Superior mediation, negotiation, advocacy and presentation skills, and mature judgment and discretion
- Experience providing advice to clients in crisis management situations
- Ability to manage and prioritize assignments that may be broad in scope and complexity, involving collaboration with employees in different departments or varying seniority
- Self-initiation on regular and complex assignments
- Effective utilization and communication with internal support staff including assigned paralegal and administrative assistant
- Excellent written and oral communication skills
This position has a base salary range of $204,300 – $249,700. Phillips 66 is committed to pay transparency and competitive, equitable compensation.
