Summary Role Description
The Supply Chain Strategic Sourcing Manager is responsible for developing, implementing, and managing sourcing strategies that support cost effective procurement of materials, equipment, and services for concrete construction projects. S/he focuses on securing materials, equipment, and specialty services critical to concrete operations, including consumables, merchandise, safety gear, ready mix concrete, rebar, formwork, lumber, lifting hardware, aggregates, and rental equipment—while optimizing cost, schedule reliability, and quality.
S/he partners closely with BEAM, Preconstruction, Project Management, Operations, Field Supervisors, and Finance to ensure supply chain readiness for fast paced schedule sensitive work typical of concrete subcontracting. The Supply Chain Strategic Sourcing Manager is associated with demand forecasting, supply planning, and procurement to ensure resource requirements are satisfied. S/he communicates with executives regarding business needs to secure deals needed to satisfy customer demands and ensure delivery and/or implementation.
The Supply Chain Strategic Sourcing Manager will possess competency in the areas listed below in order to perform his/her role in a safe, productive, and effective manner. - Develops and implements sourcing strategies for critical categories including Consumables, Merchandise, safety gear, ready mix concrete, rebar, formwork systems, aggregates, lumber, embedded hardware, fleet/equipment rentals, pumping services, and consumables
- Conducts regional market analysis to understand pricing, capacity constraints, lead times, and competition among suppliers
- Evaluates supplier capabilities based on production capacity, plant proximity, delivery reliability, mix design performance, safety practices, and QC history
- Leads competitive bidding and negotiation for major project buyouts.
- Creates and maintains cost models for high volume materials (e.g., concrete, reinforcing steel)
- Consults on strategic initiatives and metrics, and measure performance against those initiatives with the Director of Procurement
- Keeps detailed records, generates reports, and develops presentations to help management understand the strategic sourcing perspective
- Develops strong partnerships with suppliers in focus which may include ready mix producers, rebar fabricators, formwork vendors, rental companies, specialty concrete suppliers, Consumables, Merchandise, and safety gear
- Establishes long-term agreements to achieve consistent pricing and supply stability across markets
- Assist with managing any necessary performance metrics including on time delivery, mix consistency, testing performance, and jobsite responsiveness
- Resolves critical supplier constraints, production delays, change orders, or delivery issues impacting field operations
- Identifies key macro level risks such as cement shortages, rebar lead time spikes, trucking capacity issues, aggregate supply volatility, or regional labor strikes.
- Develops critical contingency plans for concrete pours and critical-path material deliveries.
- Monitors commodity indexes related to steel, cement, and lumber to anticipate cost fluctuations.
- Ensures every customer concern is addressed in a timely manner with a focus on customer satisfaction
- Approaches customer service with a long-term perspective that balances the needs of the customer and the company
- Pro-actively assists the customer in preplanning efforts to help identify equipment and materials needs
- Trains project teams on sourcing best practices, contract compliance, and cost saving opportunities.
- Evaluates and streamline procurement processes to reduce cycle times and improve transparency.
- Implements technology tools (ERP, procurement platforms, supplier scorecards) to enhance data visibility.
