This position will manage procurement activities from requisition through successful delivery, including vendor identification, evaluation and selection, competitive sourcing, commercial negotiation, economic analysis, and evaluation of market data. Reporting to the Manager of Procurement, the Buyer will work closely with project teams, Engineering, Legal, Risk, Supplier Management, and vendors to execute purchasing activities while meeting procurement governance requirements, project timelines, and business performance expectations.

• Process internal project and operational requests for the supply of materials, goods, and services.
• Manage competitive sourcing and procurement processes.
• Develop, issue, and manage RFPs, RFQs, and RFIs.
• Conduct bid analyses and commercial evaluations of supplier proposals.
• Coordinate technical and commercial evaluations with project teams and internal stakeholders.
• Liaise with bidders, suppliers, Engineering, Project Management, Legal, Risk, Supplier Management, and other stakeholders.
• Assemble purchase order documentation and administer purchase orders (POs) within assigned areas of responsibility.
• Serve as the single point of contact (SPOC) for assigned purchase orders.
• Understand and administer all purchase order terms and conditions in dealings with suppliers.
• Facilitate supplier pre-qualification and coordinate with Supplier Management to ensure timely completion.
• Maintain accurate purchase order records in SAP, ensuring procurement governance requirements are met.
• Provide purchase order status updates to project teams and internal clients.
• Ensure all required information is received and maintained within SAP.
• Manage supplier communications and address purchasing and purchase order issues.
• Manage and resolve invoice exceptions in a timely manner.
• Maintain organized procurement, project, and purchase order documentation.
• Build and strengthen supplier and internal client relationships.
• Ensure established procurement processes, authorization controls, policies, and procedures are followed.

• Bachelor's degree in Supply Chain or a relevant field.
• 5–10 years of purchasing, procurement, contracts, bidding, or project management experience.
• Strong knowledge of the procurement and purchasing process.
• Experience with strategic sourcing and supplier relationship management.
• Experience developing and managing RFPs, RFQs, RFIs, competitive bids, commercial evaluations, and purchase orders.
• Strong understanding of commercial terms and Incoterms.
• Strong analytical, problem-solving, and decision-making skills.

• Oil & gas, pipeline, midstream, or energy industry procurement experience.
• SAP Buyer role experience.
• Power BI experience.
• Commercial negotiation experience.
• Experience supporting project procurement and material/service purchasing in an industrial or energy environment.
