Job Description
The ORAT (Operational Readiness, Activation, and Transition) Executive is responsible for planning, coordinating, and executing activities that ensure a facility or program is fully operational at the time of handover. This role bridges the gap between construction, operations, stakeholders, and end users, ensuring systems, processes, people, and equipment are ready for seamless occupancy and operation.
The ORAT Executive manages readiness planning, operational workflows, stakeholder coordination, commissioning support, training programs, and move-in activities to ensure a smooth and efficient transition from construction completion to full operational status.
Key Responsibilities Operational Readiness PlanningDevelop and maintain the ORAT strategy, framework, and execution plans.
Identify operational risks and mitigation strategies.
Coordinate readiness activities across departments and stakeholders.
Establish milestones, deliverables, and readiness metrics.
Stakeholder CoordinationAct as the primary liaison between construction teams, operators, vendors, and end users.
Facilitate readiness meetings, workshops, and status updates.
Align operational processes with facility design and systems.
Commissioning and Systems IntegrationSupport commissioning activities from an operational perspective.
Coordinate user testing, operational validation, and system familiarization.
Ensure operational procedures align with installed systems and equipment.
Training and Workforce ReadinessDevelop and coordinate staff training programs.
Prepare operational manuals, SOPs, and user guides.
Ensure staff competency prior to go-live or handover.
Move Planning and ActivationPlan and coordinate move-in logistics, sequencing, and resource allocation.
Oversee activation schedules and transition plans.
Manage final readiness checks prior to occupancy.
Documentation and ReportingMaintain ORAT documentation, logs, and readiness dashboards.
Track key performance indicators and readiness milestones.
Provide regular reports to senior leadership and project stakeholders.
QualificationsMaster’s degree in Construction related field, Engineering, Operations, Healthcare Administration, or related field.
15-20 years of experience in operations, construction, project management, or facility activation.
Experience with large-scale facility openings, infrastructure projects, or complex program transitions.
Strong understanding of project delivery, commissioning, and operational processes.
Preferred QualificationsExperience with airport, healthcare, transportation, or large public infrastructure projects.
ORAT, PMP, PE, AIA or similar project management certification.
Experience in stakeholder-intensive environments.
Knowledge of operational workflows and facility management systems.
