The HSER Manager is responsible for leading Daylight Petroleum's health, safety, environmental, and regulatory programs across all company operations. This position partners with field and corporate leadership to promote a strong safety culture, manage risk, ensure regulatory compliance, and serve as the primary liaison with regulatory agencies and external stakeholders. The position reports to the Vice President of Operations.

Main Responsibilities & Activities
  • Lead the development, implementation, and continuous improvement of Daylight's health, safety, environmental, and regulatory compliance programs by developing and maintaining HSER policies, procedures, management systems and compliance programs that support company operations
  • Provide guidance to operations leadership on HSER requirements, risk management practices, incident response, and regulatory obligations across company operations.
  • Manage environmental, safety, and regulatory incidents, including investigations, reporting requirements, corrective actions, remediation efforts, and coordination with regulatory agencies and third-party consultants.
  • Ensure compliance with applicable federal, state, and local regulations, including pipeline safety, environmental, transportation, and workplace safety requirements.
  • Oversee company regulatory reporting programs, permitting requirements, audits, inspections, and compliance assessments across all operating areas.
  • Administer contractor compliance programs through audits, field assessments, prequalification reviews and ongoing compliance monitoring. Maintain effective relationships with regulatory agencies, consultants, landowners, insurance providers, and other external stakeholders.
  • Manage insurance claims related to environmental, vehicle, property damage, and workers' compensation incidents in coordination with company leadership, Human Resources, insurance carriers, and brokers.
  • Oversee HSER data management systems, performance metrics, and reporting processes, including the analysis and communication of safety and environmental performance trends.
  • Promote and strengthen Daylight's safety culture through employee training, leadership engagement, field audits, and continuous improvement initiatives.
  • Develop and deliver training programs related to OSHA requirements, environmental compliance, emergency response, hazard recognition, incident reporting, Management of Change (MOC), Job Safety Analysis (JSA), and regulatory compliance obligations.
Knowledge, Skills, & Abilities
  • 5+ years of experience managing health, safety, environmental, and regulatory compliance functions within the upstream and/or midstream oil and gas industry, supported by 8+ years of progressive HSER experience.
  • Bachelor's degree in Safety, Environmental Science, Engineering, Occupational Health, or a related field preferred.
  • CSP and other certifications preferred, but not required.
  • Working knowledge of federal, state, and local regulations applicable to upstream and midstream oil and gas operations to include TX, OK, and LA
  • Experience with the following agencies preferred: OSHA, EPA, PHMSA, DOT, RRC, TCEQ, OCC, ODEQ, LDEQ and LDENR
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities simultaneously.
  • Ability to communicate effectively across all levels of the organization and influence operational decision-making.
  • Demonstrated leadership skills with the ability to build relationships and promote a culture of safety, accountability, and continuous improvement.
  • Ability to travel regularly to field locations and respond to emergency incidents outside normal business hours when required.
