Repsol is hiring a Manager, Employee Services North America (USA & Canada) to join the US People & Organization function to be based in The Woodlands, TX.

Position is to be based onsite from our office in The Woodlands, TX.
- Follows a hybrid (in office 2x week + telework) and compressed (9/80) work schedule, with manager approval following the initial training period.
- Work arrangements may be adjusted at the manager's discretion based on business needs or individual performance.
Summary
The Manager, Employee Services North America (USA & Canada) will lead employee services across the USA and Canada, managing a team of specialists and coordinating internal teams and external vendors. This position reports to the Sr. P&O Manager for North America.
The role is primarily focused on North American payroll, benefits, employee labor services, compliance, and employee services delivery, while leading the implementation and evolution of the Employee Services operating model in North America. It also covers real estate and facility management in the region, in coordination with P&O USA and the Madrid-based governance team, maintaining a balanced focus alongside core HR service delivery.
Success in this role requires strong leadership, North American labor services experience, effective decision-making, and the ability to lead teams, drive results, navigate complex environments, and collaborate effectively across functions.
Key Responsibilities
- Lead the implementation and evolution of the Employee Services operating model in North America, adapting global standards to local requirements in the USA and Canada.
- Drive process standardization, service consistency, and role clarity across the region.
- Support change management and stakeholder engagement to drive adoption.
- Track KPIs related to performance, service levels, user satisfaction, and cost efficiency.
- Lead and develop the North America Employee Services team and oversee end-to-end service delivery across payroll, benefits, employee labor services, and workplace support in the USA and Canada.
- Ensure accuracy, timeliness, and service quality in line with SLAs and global standards.
- Lead payroll, benefits, compliance, and expatriate-related operations across the USA and Canada.
- Ensure accurate payroll and benefits delivery, including deductions, contributions, vendor coordination, and alignment with accounting processes.
- Ensure compliance with federal, state, provincial, and local labor and tax regulations, including reporting obligations and multi-jurisdictional scenarios.
- Oversee international assignments and cross-border employee scenarios.
- Maintain strong internal controls, support audits, and manage escalations as needed.
- Partner with HR Business Partners, Finance, Tax, and business leaders to support smooth operations and a consistent employee experience.
- Coordinate real estate and workplace-related activities with P&O USA, the Madrid-based governance team, and local vendors.
- Ensure effective delivery of real estate and workplace services, maintaining operational standards and consistent employee experience.
- Monitor service performance, proactively identify issues, and drive resolution or escalation as needed.
- Drive continuous improvement across payroll, benefits, and employee services, identifying opportunities to enhance efficiency, accuracy, scalability, and the use of automation, AI, and DIY solutions.
- Lead automation and digitalization initiatives using systems such as Workday and SAP.
- Contribute to global transformation initiatives within International Labor Services.
- Monitor service, compliance, and performance metrics to support decision-making and continuous improvement.
Required Qualifications
- Bachelor's degree in Human Resources, Business, or a related field preferred. Equivalent experience may be considered only where directly relevant to the core responsibilities of the role, including North American HR operations.
- Minimum of 10+ years of experience in employee services, HR operations, payroll, benefits, or shared services within multinational environments, including the United States and/or Canada.
- Demonstrated experience supporting and leading teams in regional or multi-country environments, preferably across the U.S. and Canada.
- Solid understanding of HR operations and employee services delivery in multinational environments.
