Job Description:
The Manager III performs complex managerial, consultative, and technical assistance work under the limited direction of the Contract Accountability and Oversight (CAO) Unit Director. The position oversees daily operations and establishes goals, objectives, guidelines, procedures, and policies to ensure compliance with federal and state laws, rules, and regulations. The position manages contract specialist staff responsible for coordinating contract monitoring and oversight activities of the Local Intellectual and Developmental Disability Authority (LIDDA) program records.
Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
Manages the daily operations of contract specialist staff which includes planning, assigning, and supervising the work of the assigned staff to ensure tasks are completed within a timely and efficient manner. Plans, develops, and approves schedules, priorities, and standards for achieving goals and objectives for monitoring the delivery of support services. Participates in strategic planning and develops goals, objectives, action plans, and tools to monitor and document progress with implementation of CAO policy and procedures.
Manages/allocates resources. (30%)
Monitors the review processes, workload, and makes recommendations for appropriate changes to ensure compliance with monitoring of service delivery methods and outputs. Ensures compliance with policies and procedures, and the agency and division missions. (20%)
Directs the development of staff through mentoring, training (both on-site and off-site), and performance appraisal to address changes in policy, rules, and regulations. Evaluates direct reports, documents performance, and addresses performance concerns through appropriate coaching, corrective action, and follow-up in accordance with HHSC and HR guidance. Provides written procedures to guide staff and creates performance standards for evaluation and recognition of staff performance.
Assesses staff performance, resolves performance problems, and recognizes exceptional performance. (20%)
Evaluates and interprets state and federal legislation to develop unit policy and procedures. Directs the development and revision to unit policy and procedures to guide program operations. Plans, coordinates, monitors, and evaluates statewide policies, procedures, and standards of service. (10%)
Performs related duties as assigned. Includes planning and participating in special projects, preparing special correspondence or reports, analyzing data and compiling statistical reports or surveys using Word and Excel or other word-processing and spreadsheet applications. Participates on projects, committees, task forces, and work groups as required. Researches special projects and prepares reports related to contact monitoring and oversight reviews. Represents CAO in both internal and external meetings and conferences regarding contract monitoring and oversight activities.

Assists in the development of monitoring and evaluation measures for Local Authority access and intake processes, including how such processes are included in the Local Authority Performance Contract. Responsible for trending and reporting data for CMS Performance Measures. (5%)
Attends work on a regular and predictable schedule in accordance with agency leave policy. Performs other duties as assigned including participating and/or serving in a supporting role to meet the agency's obligations for contract monitoring and oversight of the LIDDA Performance Contract. (5%)
