Overview

The Director provides strategic leadership and operational management for Care Connect Texas; a statewide initiative designed to increase access to mental health services and support through online resources, referral services, and care navigation. This is a hands-on leadership position responsible for every component of the program, including maintaining the online provider search; managing the helpline and occasionally answering client phone calls;

overseeing the pro bono program, and implementing an evidence-based community navigation program, while advancing equitable access to behavioral health resources and improving quality of life for individuals and families across the state.

Description of Duties and Responsibilities
  • Provide strategic leadership while actively managing the daily operations, ensuring alignment with organizational goals and community needs.
  • Oversee all program operations, develop and revise program policies and procedures, and actively troubleshoot operational challenges to ensure high-quality, efficient service delivery.
  • Implement an evidence-based community navigation program (based upon the Pathways Community HUB or other appropriate model) and ensure fidelity to the model
  • Lead, mentor, and develop program staff, coordinate trainings, and foster a culture of accountability, collaboration, continuous improvement, and customer service.
  • Oversee contractor/consultant performance ensuring deliverables are completed on time and meet expectations.
  • Personally identify, cultivate, and maintain relationships with behavioral health, medical, social service, and other community organizations and stakeholders to ensure a consistent referral pipeline through the development of MOUs.
  • Manage the overall program budget, monitoring expenditures and ensuring responsible fiscal stewardship and effective allocation of resources.
  • Assist with grant proposals, reports, and evaluation activities to demonstrate impact, ensure compliance, and support long-term sustainability.
  • Collaborate with the marketing team to develop and implement outreach and marketing strategies to increase awareness, utilization, and statewide reach of program services.
  • Oversee and maintain program data integrity by ensuring staff accurately document all client demographics, assessments, referrals, outcomes, and other pertinent information into the electronic platform within established timelines.
  • Utilize data, performance metrics, and stakeholder feedback to evaluate program effectiveness. Identify opportunities to expand program capacity and improve accessibility and drive continuous quality improvement, address performance deficiencies, and ensure established program metrics are met or exceeded.
  • Prepare and present reports, program outcomes, financial updates, and strategic recommendations to executive leadership.
  • Serve as a visible ambassador for the program and organization within the community, promoting collaboration and advancing the organization’s mission.
  • Qualifications for Position

    Minimum requirements for this position include a master’s degree in social work, counseling, or a related field from an accredited university and a minimum of 5 years of progressively responsible leadership experience managing community behavioral health or human services programs. Experience developing and implementing new programs and building community partnerships is strongly preferred.

    Supervisory Relationships

    This position reports to the Chief Strategy and Innovation Officer, with staff supervisory responsibilities.
